About the Department:

North Carolina State University is leading the charge as the recipient of a $39.4 million award from the Department of Defense to establish the regional Microelectronics Commons regional innovation hub, Commercial Leap Ahead for Wide Bandgap Semiconductors (CLAWS). This initiative, part of the larger $238 million investment through the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act, aims to revolutionize the field of wide bandgap semiconductors.
Hub leadership, Distinguished Professors John Muth and Fred Kish, are dedicated to the “lab to fab” journey—translating laboratory advancements into fabrication capabilities for wide bandgap semiconductors. The hub brings together a dynamic partnership with N.C. A&T State University and industry leaders, including Wolfspeed, Coherent Corp., General Electric, Bluglass, Adroit Materials, and Kyma Technologies, Inc. This collaborative effort will propel the development of semiconductors crucial for national defense, electric vehicles, power grid technologies, 5G/6G, quantum technologies, and artificial intelligence applications.

Essential Job Duties:

The CLAWS Technical Program Manager has primary responsibility for managing all innovation activities that encourage industry membership as well as translation of CLAWS research into commercial use. To support this goal, the Program Manager will be expected to grow the industry program by recruiting new CLAWS member companies and university partners and ensuring that they engage in a productive and mutually rewarding manner with CLAWS researchers and leadership. The Program Manager is also expected to market the center to industry as well as facilitate teams for proposal opportunities.
Internal Program Management: Financial, IP management and Data Analytics, (50%)

  • Track payable milestones and subaward progress
  • Establish detailed work breakdown structures, including measurable metrics and track their progress. Establish a system for this process, including reporting, and root-cause/corrective action identification and closure.
  • Establish and maintain document control processes for the Hub.
  • Define, document and oversee the execution of quality management systems and processes for the Hub (NCSU and satellite partners)
  • Manage the Intellectual Property Protection Fund, Industry Marketing Account, and Industry Administrative Expense accounts of the Center.
  • Help companies in the licensing and patent protection process. Manage Testing Service Agreements and coordinate TSA billing as needed. Maintain productive collaborative work relationships with the Office of Research Commercialization, SPARCS, Contracts and Grants, and additional external organizations.
  • Manage and maintain a database of all membership information and critical dates and dues payments.
  • Develop and manage information systems that track the Industry and Innovation program’s key success indicators.
  • Generate reports and present program information regularly to the Center leadership.
  • Work closely with Contracts and Grants to ensure members remain in good standing with the Center.
  • Manage the funding and track expenditures associated with the Annual Research Symposium.
  • Create projections of industry funding levels and make recommendations to the director for increasing membership.
  • Contribute to the center’s sustainability plan including strategy, budget projections, and recommended organizational configuration.
Proposal Opportunities (30%)
  • The Program Manager is expected to seek out proposal opportunities with industry for DoD funding opportunities.
  • The Program Manager is expected to help build teams with CLAWS researchers as well as academic and industry members that can be competitive for these opportunities.
  • Work with faculty to identify and recruit industry partners for research proposals.
  • Manage the annual calls for topics and projects
Recruiting (10%)
  • Recruit new members, organize targeted research meetings with visiting companies, and introduce potential member companies to the center, its capabilities, and programs.
  • Manage the industry membership program and serve as the primary contact with all potential members.
  • Create and execute programs that promote the value proposition to prospective members.
  • Enhance the engagement of industry members with students and faculty.
  • Collect market data and identify opportunities for strategic marketing of the Center with well aligned companies.
  • Market the Center to prospective members through formal events and give oral presentations to diverse audiences.
Retention (10%)
  • Create and execute programs that enhance the engagement of industry and academic members with students and faculty.
  • Coordinate and manage Industry specific events
  • Create new programs that serve the needs of industry members based on applicable program data.
  • Report on program status to the Leadership committee / Advisory Board regularly
  • Develop and manage activities that will enhance the innovation and entrepreneurship opportunities within the center. This includes creating programs for transferring Center developed intellectual property and technology to industry members and outside organizations.
  • Analyze and determine when technologies should be positioned for commercialization.

Minimum Education and Experience:

Require post-baccalaureate credentials or a bachelor’s degree plus alternative or equivalent professional training and experience may be substituted for the advanced degree on an exceptional basis.

Other Required Qualifications:

  • Ability to converse with industry, faculty, students, DoD, and University administration about CLAWS innovation goals and programs.
  • Excellent interpersonal and communications skills, ability to facilitate teamwork, ability to work well in a collegiate relationship with faculty, staff, and students, and ability to be flexible yet highly motivated.
  • High level of independence and initiative and the ability to multi-task.
  • Understanding of business practices, relevant technology, and scientific research processes to enable engagement of both industry and academic researchers.
  • Professional experience in program management and business development in engineering, sciences or relevant fields.

  • Five or more years of professional experience in program management and business development in engineering, sciences or relevant fields.
