Engineer I:                                      $72,900 – $102,100 Annually

Engineer II:                                     $88,200 - $112,300 Annually      

Job Summary:

The City of Greeley is accepting applications for an Civil Engineer I-II (Asset Management) that will perform activities involving database management, analysis, planning and decision making related to development and maintenance of the City’s water, wastewater, and water resource systems infrastructure, such as treatment plants (water or wastewater), pipeline infrastructure, pump stations, dams, reservoirs, and assist in the management of capital improvement projects (CIP) in the Water & SewerAsset Management and Engineering teams. 

The City of Greeley Water & Sewer Department is seeking professionals who are committed to providing Water & Sewer service for a growing and dynamic community. As part of the Asset Management team, you will work with other dedicated employees to enhance the authenticity and accuracy of Greeley’s asset data for enhanced decision making by Water and Sewer leadership. This is a junior to mid-level engineering position, which will provide project support to multiple, concurrent projects, working and taking direction from the asset manager and senior engineers. 

Areas of responsibility include compiling, analyzing, planning, and presenting data in support of water, wastewater, and water resources infrastructure projects such as CIP, CIPP, crossing permits and asset lifecycle analysis. Data will largely be contained within a GIS enterprise, experience working with GIS data is required. Duties include utilizing Asset Management plans and procedures to identify asset inventory condition, calculate business risk evaluations, determine asset net present value and life cycle costs, and develop alternatives for cost effective operations and maintenance for long-term investments. Position is responsible for auditing data for quality, developing automation and machine learning to prevent human error when possible, and assisting with the development of the cities Asset Management system reporting templates to answer questions related to Asset Management. This position requires a self-motivated candidate with sound engineering judgment and problem-solving skills who can work in collaboration with staff that will have substantial responsibility and opportunity for advancement.  

Experience, Knowledge, and Skills:

MINIMUM REQUIREMENTS

All levels:

  • Valid driver’s license.
  • Bachelor's degree (four-year degree) from an accredited college/university program in environmental, civil, agricultural, or water resources engineering or closely related field.
  • One (1) to three (3) years of experience in municipal engineering or related work experience for Level I
  • Engineer in Training (EIT) Certificate, required
  • One (1) to three (3) years of experience in design, construction, and oversight of water or wastewater projects that includes knowledge of the materials, design methods, and construction techniques used in the design.

Additional requirements to be considered for Level II:

  • Three (3) to five (5) years of experience in municipal engineering or related work experience to be considered for Level II
  • Colorado Professional Engineers license or ability to obtain within one (1) year of hire. 

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

PREFERRED:

  • Master’s degree from an accredited college/university program.
  • One (1) to Three (3) years of experience in municipal engineering or related experience.
  • Licensed Professional Engineer (PE).

Knowledge, Skills, and Abilities:

  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), and skills in software packages relating to Asset Management software such as CityWorks and Lucity, GIS, ArcPro, ArcGIS Online, InfoWater, InfoSWMM, AutoCAD Civil 3D, with the ability to learn and experiment with new software and systems.
  • Knowledge of environmental permitting requirements including those regulated by the National Environmental Policy Act, Clean Water Act, and the Colorado Department of Public Health and Environment. 
  • Skills in project tracking, updating and report building.
  • Knowledge of the business and organizational structure of Colorado municipalities 
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.

Essential Functions (Duties and Responsibilities):

  • Supports Asset Management policies, processes and procedures for infrastructure aligned with City goals and objectives and industry best practices.
  • Follows data governance policies and procedures according to W&S roles and responsibilities.
  • Works with other City department operational staff to collect, review, analyze, evaluate, and interpret data to assist in the development of annual maintenance and capital improvement programs for city infrastructure.
  • Assists Engineering Development Review in defining development requirements based on governing codes and criteria, in reviewing hydraulic/utility reports, and in planning for the expansion of municipal non-potable systems. 
  • Performs technical research; review work products for completed construction; evaluate alternatives; and provide reliable recommendations and advice in order to move projects forward. 
  • Periodically presents projects and work products to coworkers or public meetings. 
  • Works effectively with coworkers, consultants, governmental agencies, contractors, stakeholders, and general public to achieve the city’s objectives. 
  • Responds to requests for information and engineering assistance from coworkers, other departments, governmental agencies, or the general public. 
  • Completes other tasks as assigned. 

Work Environment:

  • The work environment is a combination of in-office and field locations with frequent interaction with other staff and frequent participation in meetings. 
  • Exposure to all weather conditions and various types of noise when on project sites.
  • Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.

 Physical Requirements:

  • Position requires applicant to be ambulatory.
  • Mobility and manual dexterity to inspect work sites, operate vehicles, and use computer equipment. 
  • Vision enough to interpret written documents, interpret engineering drawings, and inspect work products.
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the general public;
  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces;
  • Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to handle, feel and reach with hands, arms, and fingers.
  • Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; 
  • Extensive work is performed on a computer.
