Why It's a Great Opportunity:
In this role with the Program Development team, you will guide development of the county's 6-year Transportation Improvement Program (TIP), Safe Routes to School plan, and ADA Transition plan. You will also have the opportunity to collaborate with local, state and federal agencies, as well as the Puget Sound Regional Council, working together to address transportation issues in our region. You will have the opportunity to represent Pierce County on various regional committees focused on transportation projects, programs, policies, and funding.
You will lead a seasoned team in the development and administration of state and federal grant funding sources, and work to develop our division-wide budget. You will work on a wide range of priority projects and programs with a variety of other Divisions and Departments such as Finance, Parks, and Maintenance and Operations to name a few. Your expertise related to managing county road funds will ensure the success of our projects and programs as we work to support safe and efficient transportation options for the residents of Pierce County.

Core Daily Responsibilities:
  • Coordinate the section's activities with other sections, departments, and jurisdictions.
  • Coordinate with federal and state agencies to establish and maintain eligibility for system improvement, preservation, and Program Development grants.
  • Develop, monitor, and control the division's budget and establish financial management policies and procedures.
  • Assume overall responsibility for completeness and accuracy of projects and certifies that project plans meet all regulations and applicable engineering standards and criteria.
  • Manage section and departmental resources to complete work and secure approval of major engineering programs using acceptable methods of planning and management.
  • Provide leadership and direction to the professional and technical staff of a section responsible for implementing a major engineering program; delegate authority to personnel commensurate with responsibility and ensures the proper functioning of section staff.
  • Schedule and assigns employees; approve or deny use of sick leave, vacation leave, and overtime.
  • Train and educate staff on criteria and standards of section. Provide engineering guidance to staff and makes engineering recommendations to County officials and other departments.
  • Assist in developing recruitment and selection processes. Conduct final interviews; recommends individuals for hire.
  • Complete reviews and evaluations of subordinate employee job performance. Initiate disciplinary action when necessary. Responds to grievances at the first level.

  • A resume and cover letter are required for this position.
  • Graduation from a four-year college or university with major coursework in Civil Engineering or closely related field.
  • Five or more years' experience relating to the duties of the position.
  • Certification as a Professional Engineer by the State of Washington.
