Position Description: Learn More: City Engineer Recruitment Brochure. The City seeks to recruit a positive leader who takes pride in enhancing livability for the residents of Vandalia. The City Engineer will be responsible for providing technical expertise with respect to municipal construction, surveying projects, drainage, flood control, utilities (e.g., water, sanitary sewer, storm sewer), street, traffic control, street lighting, subdivision development, capital planning and other public works projects and programs. Position Responsibilities: 20.00% - Provides technical expertise with respect to construction, traffic, drainage, flood control, utilities
(e.g., water, sewer, storm water) and other related engineering issues. Advises all impacted City
departments. Provides review and input on engineering decisions required by the City - especially
in civil design work. Develops and / or approves engineering plans, calculations, and bids
specifications. Assures that appropriate standards for traffic flow, analysis and control are applied
within the City. Applies for grant funding and administers projects. 20.00% - Performs complex supervisory, administrative, and professional work in environmental, utilities
(e.g., water, sewer, storm water), street, traffic control, street lighting, subdivision development,
coordination of work with other utilities, capital planning, and other public works projects and
programs. Assures that City policies, ordinances, practices, and procedures are in accord with
appropriate state and federal (e.g., ODOT, EPA, ODNR, Corp. of Engineers, NPDES, etc.)
regulations and accepted general engineering practices. Administers local ordinances, inspect
commercial and residential construction sites, reviews commercial plot plans for compliance,
meets with developers, builders, subcontractors and residents as appropriate. Performs field
inspections as necessary. Investigates and resolves citizen issues and complaints. Interprets and
enforces ordinances as necessary. 15.00% - Assists Public Service Director with the preparation of capital and operating budgets; records and
monitors departmental expenditures and income to ensure compliance with budget; evaluates
current functions and operations and makes appropriate recommendations and/or adjustments;
assures compliance with all applicable statutory and regulatory requirements, and professional
standards governing the field; prepares applications and solicits funding for capital improvement
projects. Oversees the design of various projects. 15.00% - Manages and supervises all assigned employees (e.g., schedules and assigns tasks; interviews job
applicants; recommends the hiring of job applicants; recommends discipline; recommends and
adjusts pay assignments; evaluates performance; receives and adjusts grievances or employee
complaints; approves and recommends the approval of leave requests; attends or participates in
meetings in which policy questions are reviewed or discussed; develops and implements policy;
recommends policy changes; participates in personnel activities; has access to other employees'
personnel files; has access to financial data used in monitoring department revenue/income). 10.00% - Oversees project management for public works capital projects; reviews construction drawings for
all public works and development projects; plans and prepares specifications for public works
capital projects; ensures efficient organization and completion of work. 10.00% - Serves on various board and committee meeting; represents the City on Northern Area Water
Authority (NA WA) technical committee; represents the City on Tri-Cities Northern Area
Wastewater Authority Technical Committee; represents the City on Technical Advisory
Committee for Miami Valley Regional Planning Commission (MVRPC). 5.00% - Maintains contact with City personnel/departments, the general public, and various government
agencies/officials in order to obtain or disseminate information related to the essential position
functions. 5.00% - Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
Maintains required licensure or certification, if any.
Meets all job safety requirements and all applicable Public Employment Risk Reduction Program
(PERRP) safety standards that pertain to essential functions.

office equipment; motor vehicle operation. Ability to: - Carry out instructions in written, oral, or picture form; interpret a variety of instructions in written,

understand a variety of written and/or verbal communications; maintain records according to established procedures; handle sensitive inquiries from and contacts with officials and general public; develop and maintain
effective working relationships; resolve complaints; travel to and gain access to work site. Physical Requirements: Employee works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in a confined space; works in an area in which the means of egress is or can be obstructed; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, unclean or unsanitary conditions, electrical shock, explosions; exposed to possibly injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury as a result of falling from high places; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor's (D.O.L.) physical demands strength ratings. They will also be part of the inspection process to ensure all utility installations and public improvements are installed to city standards. The position will also develop and /or approve engineering plans, calculations and prepare bid specifications and estimates for public works improvement projects. Works with various departments to write grant applications (e.g., CDBG, OPWC).This position plays an essential role in maintaining the health, safety and well-being of residents of Vandalia. The ideal candidate will serve on various boards and committees as the Citys representatives including the Northern Area Water Authority (NAWA) Technical Committee, the Tri-Cities Norther Regional Waste Water Authority Technical Committee and the Technical Advisory Committee for the Miami Valley Regional Planning Commission (MVRPC). The successful candidate must be comfortable using a personal computer to conduct essential tasks (e.g., conduct purchases, verify payroll, compose documents, communicate work assignments).
