The Department of Environmental Services (DES) is seeking an experienced, visionary information technology professional to serve as the Chief Technology Officer to lead the technological endeavors for South Carolina's new environmental agency.
In this position, the incumbent will provide senior leadership, vision, and direction in the planning, development, implementation, coordination and maintenance of applications, programs, and activities assigned to Information Technology (IT), including agency infrastructure, security, and monitoring tools. This individual will work to establish and maintain strong working relationships with management and provide guidance and direction in technology needs.
Responsibilities:
  • Provides leadership to IT in establishing goals and objectives for achieving agency technology needs.
  • Works with Information Security to ensure DES's infrastructure is protected from security threats.
  • Proactively works with the Department of Administration's Division of Technology Operations to enhance data and systems security ensuring that security controls are in place to safeguard digital, electronic, and infrastructure.
  • Builds and maintains strong relationships with agency executives, senior management and agency staff, other state and federal agencies, regional and national associations to align IT objectives with agency business priorities.
  • Develops a methodology to ensure 24x7 oversight for IT operations including, but not limited to, issue remediation, vendor coordination, and security response.
  • Directs and manages the development, implementation, and maintenance of the agency's IT staff resources, applications, and networks to meet agency goals.
  • Evaluates emerging information technologies and trends to drive innovation through market research, coordinated with State Fiscal Accountability Authority and Department of Administration, to determine products and services that will enable modernization and digital transformation, increase efficiency, improve operational knowledge and community, and boost productivity.

Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree in information technology, computer science, management information science, or a related field and at least seven years of experience in information technology, of which three years has been in increasing levels of responsibility; or an approved equivalency based on education and years of experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: May require night, weekend, and after-hours assignments. Will be required to be available at all times. May require travel in-state and out-of-state on occasion. May require overnight travel. May require participation in emergency response events.

This position is part of the South Carolina Department of Health and Environmental Control's Office of Information Technology. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Environmental Services created by Senate Bill 399 which provides for the creation of the Department of Environmental Services to assume the environmental-related functions of DHEC.
