Under limited supervision, supervises, plans and directs the activities of building inspectors and support staff to ensure the proper enforcement of building codes within the City. Reviews work of subordinates for completeness and accuracy. Reviews building plans and inspects all types of buildings to enforce conformance to the Florida Building Code and City Codes. Reports to the Chief Building Official or designee
Supervises building inspectors and support staff; assigns caseloads and establishes work schedules; directs and supervises duties of assigned staff; reviews job performance, evaluates and makes recommendations as appropriate.
Interviews and hires new staff members; directs the disciplinary action of staff when necessary.
Provides assistance to building inspectors and participates in more complex and difficult cases, as necessary.
Inspects residential, commercial, industrial and other buildings during and after construction to ensure that components including but not limited to footings, floor framing, completed framing, chimneys and stairways meet provisions of building, grading, safety laws and approved plans, specifications and standards as required for the promotion of consumer/public safety and welfare.
Reviews building plans for code compliance and pricing.
Maintains the work flow in the plan review process to insure timely review by all disciplines.
Represents the Building Division on the Development Review Committee ensuring compliance with Florida Accessibility Codes, Building Codes and City Codes for all new site development.
Provides and supervises field inspections.
Observes conditions and ensures that notices are issued for corrections to persons responsible for conformance. Requests and reviews reports concerning violations which have not been corrected.
Reviews building codes in order to keep abreast of any changes in regulations. Refers to code books to inform contractors, craftworkers, design professionals and owners of code requirements.
Participates in Disaster Responses, assessing damage to property in the City to determine if the structure is safe for occupancy.
Handles and investigates complaints received from the public concerning building matters, and takes corrective action when required.
Interacts and communicates with various groups and individuals in the operations of the department including engineering and fire department personnel; architects; home and business owners; contractors; engineers; and the general public in order to explain codes and regulations regarding construction, alteration and repair of buildings.
Utilizes an assortment of machinery and equipment in the performance of daily tasks including an automobile, computer, facsimile, calculator, cell phone or other forms of communication and copier.
Trains new and existing inspectors.
ADDITIONAL JOB FUNCTIONSParticipates in the design and implementation of departmental policies and procedures.
Performs related duties as required.
Requires high school diploma or GED, valid Florida driver's license and possession of one of the following qualifications:
- A Florida Registered Architect or Florida Licensed Professional Engineer in the discipline requested; or
- Certified as required by the Building Code Administrators and Inspectors Board (BCAIB) as a Standard Plans Examiner and Standard Inspector and meeting the following qualifications:
- Shall be certified by BORA; and shall meet the following qualifications:
- Standard Plans Examiner appointed as such, for a minimum of one (1) year by an AHJ (authority having jurisdiction) or school board within the State of Florida and who complies with at least one (1) of the qualifications of Section 104.10.1.1
- Each of the applicants shall possess a current Certificate of Competency as a G.C (general contractor) or a Professional Engineer license or Architect registration issued by at least one (1) of the following entities:
- Florida Construction Industry Licensing Board
- Broward County Central Examining Board of Building Construction Trades
- Miami-Dade County Construction Trades Qualifying Board
- Florida Board of Professional Engineers
- Department of Business and Professional Regulation as an Architect
- Shall be certified by BORA; and shall meet the following qualifications:
- One year as Chief Structural Inspector, Structural Plans Examiner or Structural Inspector, three years of construction experience in the structural discipline which shall have been within the jurisdiction of the HVHZ, and
Each applicant must possess a current Certificate of Competency as a General Contractor (Unlimited) issued by one of the following:
? Florida Construction Industry Licensing Board.
? Broward County Central Examining Board of Building Construction Trades (as Class "A" Unlimited General Contractor).
? Miami-Dade County Construction Trades Qualifying Board, Block proctored, issued on or after January 1, 1968.
? Florida Department of Business and Professional Regulation as an Architect or Engineer.
Must successfully complete certification as a Structural Plans Examiner from the Florida Building Code Administrator as Inspectors Board within probationary period. Required certification must be kept current to continue employment in position.
