Job Description

POSITION PURPOSE:

Partner with the CEO in managing operations to ensure short- and long-term profitability and growth of the company and value creation to CIRI and its shareholders. The Chief Operating officer position provides the leadership, management, and vision necessary to ensure that the company has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. The position accomplishes this through a respectful, constructive, and energetic style, guided by the objectives of the company. Develops policies and procedures to standardize project and operations management. Establishes metrics and routinely monitors project performance through enterprise analytics. Identifies and corrects operations issues as required. Mentors project and operations managers. Works laterally with the CEO, CFO, CBDO, subsidiary Presidents, and functional directors as well as vertically with the PMO managers, regional operations directors, and functional managers of the Estimating and Performance Assurance departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides technical assistance and program management services to all agencies in which we serve with primary emphasis on federal agency clients and commercial clients
  • Leads the realization of the business vision and growth objectives through efficient and strategic operations
  • Provides senior management enterprise leadership to business segments, subsidiaries, regions, offices, and employees including annual operating plans, operating performance targets, key performance indicators, strategic planning, marketing and business development, communication and outreach, financial and risk management, mergers and acquisitions, project management and execution, government and private sector engagement, and technical innovation and solution
  • Assesses the organization's current business strategy and priorities to identify opportunities and threats and plan for organizational growth
  • Manages organizational change to align and execute initiatives that support the organization's goals
  • Builds a supportive organizational culture that fosters high-performing, cross-functional teams
  • Champions business transformation by adopting a data-driven approach to assessing and implementing tools, systems, and processes
  • Leads innovation and future-proofs the business by leveraging emerging technologies
  • Augments from the CEO the critical aspects of the implementation of the business strategy and development of the business segments, diversity and inclusion, regions, and corporate affairs
  • Provides direct supervision to the PMO Segment leadership (Vice-Presidents of Operations) and Regional Directors in corporate vision, policy, operational culture, and internal and external client management
  • Critical lead--participant in the maintenance, retool and delivery of the decentralized strong matrix organization of all North Wind operations world-wide with the goal of growth, project delivery and optimization
  • Implements corporate policy and procedural development and implementation at all levels of the organization to ensure availability of internal and external resource delivery to key business segments, project management execution and project analysis/monitoring and controls
  • Collaborates and partners with functional leadership to create fully integrated "company-wide" enterprise platform to ensure optimum delivery of services across all P&Ls and projects
  • Assists CEO and leadership in M&A strategy, due diligence, and business integration to ensure successful mergers and growth results are achieved
  • Serves as the leader to the PMO managers in Project Lifecycle protocol, ensuring efficient and complete process flow of all elements of PMP and operational delivery
  • Creates and maintains a sustainable organizational business model through a strong matrix organization that is scalable to an expanding and contracting organization
  • Ensures operational delivery of industry segments and projects are performed in accordance with safety, quality, ethics, and compliance
  • Partners and integrates operational project management and earned value management with North Wind's project controls organization in accordance with North Wind SOPs and principals of industries EVMS
  • Participates in and manages operational project risk process through the enterprise risk management (EMR) program
  • Works with Human Resources team to design and deliver operational / process improvement / project management education programs to L1-L3 leaders to increase operating efficiency and adoption of new standards and processes
  • Supports the President, PMO managers, Regional Directors and Business Development in business development, marketing, and proposal activities
  • Recognizes and celebrates strategic initiative implementations and operational efficiencies
  • Selects/evaluates division and regional leadership and drives leadership succession plans

EXPERTISE AND QUALIFICATIONS:

  • Project Management Institute (PMP) course and certification
  • Competent business leader responsible for the PMO segments P&L, cash management, and risk assessment
  • Proven experience in organization and standardization of scalable business processes and infrastructure capable of supporting a $500M-$1B/year enterprise
  • Skilled in supervision and direction of all phases of business segments with special understanding in construction and environmental process, from project development, preconstruction/mobilization services, construction/environmental/facility operations, and project closeout
  • Experience in Federal and State contracting solicitation, procurement, execution, and project CPARs
  • Well-spoken presenter with tremendous experience in client interviews and business development
  • International experience in company formation, operational enterprise, and project execution (Canada, Western Europe, Indo-Pac)
  • Corporate contracting experience with emphasis in complex government contracting services, government funding, FAR, SBA regulation, and ANSI EIA-748 EVMS criteria
  • Organization realignment, traction, and execution experience in an AEC industry corporate structure
  • Experience implementing and delivering a balanced and practical DE&I and ESG culture and philosophy
  • Market/Product entry and AEC industry business segment expansion experience
  • Corporate business segment repositioning and divestiture experience
  • Proven track record of Metrics Based Management implementation and use of dashboards, analytics, and parametric dimensional analysis
  • Board directorships and parliamentary functionality experience
  • Must maintain professional COO network and have experience in cultivating leading edge practices

EDUCATION and/or EXPERIENCE:

Bachelor's degree in engineering, construction management or scientific discipline.

LANGUAGE SKILLS:

Requires moderate interpersonal and communication skills in dealing with others to ensure that customer requests or needs are met. Acknowledges and clarifies customer inquiries, requests, or complaints to ensure that needs are identified, documented, and addressed.

MATHEMATICAL and FINANCIAL ACCOUNTING COMPLIANCE and SKILLS:

Broadly proficient in accounting principles and reading and analysis of profit and loss statements, income statements, and financial statements. Key understanding of revenue recognition as it relates to project accruals. General understanding and familiarity of the GAAP and FASB compliance, DCAA, and DCMA principals.

Awareness Tools:

Descriptive analytics: Using data aggregation, data mining, and business intelligence tools to trend and gain insight in past, current, and future in North Wind's project and business operations

Predictive analytics: Using statistical models and learning tools to forecast and predict future impact

Prescriptive analytics: Using heuristics or mathematical optimization tools to make or automate complex operational decisions about proper course of action to take to achieve your business objectives

REASONING ABILITY:

Ability to apply common sense understanding to carry out detailed written and/or oral instructions; ability to deal with problems involving variables in non-standardized situations.

Communication: Communicates clearly and concisely in speech and writing. Demonstrates understanding of and sensitivity to unspoken meaning and nonverbal cues. Facilitates communication across the organization and effectively interfaces with Corporate Board, customer, contractor, and site personnel daily.

Skill Sets: Demonstrates effective use of systems, tools, and other resources to reflect understanding and clear insights of processes, systems, and methodologies of process improvement. Ability to visualize alternative processes and think conceptually.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

KNOWLEDGE, SKILLS, & ABILITIES:

Minimum knowledge required to perform adequately in this position will require in-depth knowledge of specialized rules, procedures, practices, or operations acquired through substantial training or historical experience at this level organization.

Minimum of 20 years or more years of relevant experience in managing projects and operations for primarily government and to lesser extent commercial clients. Demonstrated experience in managing profit and loss on multiple, geographically dispersed, projects and offices. Experienced with the requirements of government contracting and cost accounting, including Design/Build, Design/Bid/Build, Firm Fixed Price, Fixed Unit Rate, and Cost Reimbursable. Knowledgeable of project management practices and basic project controls metrics. Familiar with life-cycle risk management. Experience with preparation of major government proposals is beneficial. Demonstration of strong written and interpersonal communication skills. Exhibit qualities of senior leadership, self-confidence, motivation, decisiveness, flexibility, sound business judgment, and determination.
