The Chief of Staff for Administrationwill partner with the Chief Administrative Officer (CAO) and Deputy Chief Administrative Officer (DCAO) in managing the overall daily functions of the MBTA Administrative Departments - Finance, Workforce, Procurement, Information Technology, Real Estate, Transit Oriented Development, Commercial Strategies and Programs, Fare Transformation, and Occupational Health Safety.
The Chief of Staff will manage, track, and support projects and initiatives within the Administrative Team that advance MBTA strategic priorities. Additionally, the Chief of Staff will coordinate information flow, stakeholder engagement, and resource allocation within the Administrative Team. Finally, the Chief of Staff will support, advise, and counsel the CAO and DCAO on policy, process, management, and personnel matters.
- Serve as a trusted advisor to the Chief Administrative Officer and other members of the administrative leadership team by providing insights and advice on the organization and its priorities.
- Monitor activities of the Administrative Departments - Finance, Workforce, Procurement, Information Technology, Real Estate, Transit Oriented Development. Commercial Strategies and Programs, Fare Transformation and Occupational Health Safety - to support and advance business activities.
- Design and implement consistent, repeatable processes to improve information flow and decision-making within the administrative team.
- Collaborate with the CAO and administrative leadership team to set annual goals with specific, measurable performance indicators, develop a work plan for achieving those goals, and track progress throughout the year.
- Oversee operations, communications, and administration for the CAO organization, including budget, facilities, and technology needs.
- Coordinate human resources processes for the CAO and administrative leadership team, including hiring, onboarding, leave management, and professional development.
- Coordinates and maintains department budget to include monitoring, tracking, expenditures, troubleshooting problems, preparing reports, and managing invoices.
- Represent the CAO and administrative team, as needed, to internal and external stakeholders, including elected officials, other state agencies, non-governmental organizations, and colleges and universities.
- Support and participate in initiatives to improve the organizational performance and effectiveness of the administrative team.
- Lead and support cross-departmental and authority-wide initiatives that support the strategic goals of the MBTA and the CAO's annual goals.
- Perform all other duties and projects that may be assigned.
- Bachelor's Degree from an accredited institution in Public Administration, Business Administration, or related field
- Seven (7) years of experience in roles related to administration, management, or policy development.
- Five (5) years of leadership, management, and/or supervisory experience.
- Experience providing confidential advice and counsel to a principal in a senior leadership role.
- Demonstrated experience and results in collaborating with an executive team to drive organizational change.
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
- Highly organized with a demonstrated ability to manage time, resources, and people across multiple complex and concurrent projects.
- Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
- Exceptional interpersonal skills to communicate effectively with a variety of stakeholders.
- Strong management, analytical, and problem-solving skills; ability to understand, interpret, and present data.
- Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
- Proficient in MS Word, Excel, and PowerPoint or related software.

Preferred Experience and Required Skills
- Master's degree from an accredited institution in Business Administration, Public Administration, or a related field.
- Experience in the public sector and/or the transportation industry.
- Experience in roles related to administration, management, policy development in a large or complex organization.
