Job description

Job Title: Chief Information Officer
Location: Bend, Oregon
Hours: Monday - Friday; 40 hours per week; exempt
Position Type: Full Time
Job Summary
The Chief Information Officer serves as the executive information technology leader on the organization’s administrative leadership team. The CIO is also designated as the Chief Information Security Officer for the organization responsible for information security in accordance with regulatory and industry standards. Overall responsible for developing, planning, and implementing the digital, information services and cybersecurity strategies in alignment with business and patient care operations. Performs multiple functional IT leadership responsibilities to streamline operational processes and people, prioritize multiple initiatives, determine process improvements, work with different leaders, and have comfort with ambiguity across rapidly changing technologies to ensure that stakeholder needs are met. Manages the PACS business line ensuring the continuity and reliability of service delivery services to outside customers. Provides oversight for the IT portfolio of projects to ensure IT meets the critical success factors. Must be able to lead, direct and motivate the IT team.
Essential Duties
This position requires regular, reliable attendance. This position requires a high level of attention to detail and accuracy, knowledge, and confidentiality. Other duties may be assigned.
  • Serves as the Chief Information Security Officer (CISO) with overall responsibility to the organization to ensure the safeguarding and protection of its digital assets with specific emphasis on patient’s electronic Protected Health Information (ePHI.)
  • Demonstrates knowledge and ensures adherence to all regulatory requirements under HIPAA.
  • Displays a strong understanding of healthcare operations and how the use of healthcare information technology supports patient care, administrative business functions and regulatory requirements.
  • In-depth knowledge of healthcare information systems, electronic health records (EHR), health information exchange (HIE), and Picture Archival Communication Systems (PACS.)
  • Expert in healthcare data standards and interoperability.
  • Develops the strategy and vision for information technologies in support of corporate Mission, Vision and Strategy.
  • Exhibits and practices complete knowledge around critical nature of system availability to the business of healthcare, including disaster recovery, high availability and backups.
  • Leads and inspires the information technology team towards excellence in delivering IT Services to both internal and external users.
  • Support the organization’s data driven decision making through analytics, reporting, analysis and data governance.
  • Responsible for oversight of the technology project portfolio to ensure accomplishment of business and clinical goals for the use of information technology.
  • Provides team leadership and development to ensure the team is able to apply industry best practices in IT Operations, Information Security, Interoperability and clinical system management.
  • Oversee management of third-party providers that augment the operations and application delivery of the organization.
Education and Experience
  • Bachelor’s degree in healthcare management, Management Information Systems or Computer Science required. Masters strongly preferred.
  • 10 or more years of experience in healthcare information technology with 5 years leading information technology teams.
  • Healthcare information security experience required. Knowledge of NIST Cybersecurity Framework, PCI DSS, and HIPAA HITRUST standards as they apply to covered entities is desired.
  • Strong understanding of PACS terminology and modality configuration support, PACS application configuration and management, and the inter-relationship of Radiology in Clinical Operations preferred.
  • Technical experience in a multi-datacenter environment with critical, non-stop enterprise applications running in virtual server environments is highly desirable.
  • Strong business acumen and problem-solving skills preferred.
  • Ability to effectively manage multiple projects with complex inter-dependencies while remaining quality-focused preferred.
  • Exercises excellent communication and interpersonal skills to influence the adoption of the corporate digital strategy.
  • Agile; ability to thrive in a fast-paced, constantly shifting environment preferred.

Must be able to see to assess accounts, documents, and written communications.
Must have the ability to read orders or other communications on the users’ and clinic’s behalf.
