Summary             
This position is accountable for the direction and management of the activities related to the day-to-day operations of the Assistant Chief Fire Marshal and Office of the Fire Marshal.       
The Chief Fire Marshal directs all aspects of Long Island Rail Road's Fire/Life Safety program to ensure compliance with Federal Railroad Administration (FRA), Public Transportation Safety Board (PTSB), Occupational Safety and Health Administration (OSHA), New York State Uniform Fire and Building Code (NYS Code) regulatory requirements as well as National Fire Protection Association (NFPA) standards.       
As per the State of New York and pursuant to executive law §378 and NYCRR Part 1204, the MTA LIRR Office of the Fire Marshal is the authority responsible for the administration and enforcement of NYS Uniform Fire Prevention and Building Code. Responsible for ensuring the agency's compliance with this Part so that the buildings, premises, equipment, and activities of the agency are maintained and operated in conformance with applicable provisions of the code for the safety of employees, contractors, customers, and the general public through a comprehensive Fire Prevention Program. Direct division response to incidents and emergencies system-wide.       
Liaison with outside emergency services [police, fire, emergency medical services (EMS) and Offices of Emergency Management (OEMs)] and coordinate joint planning to ensure an open line of communication during incidents and emergencies. Serve as commanding officer of the Office of the Fire Marshal. Accountable for the development and implementation of policies and programs for fire safety inspections; incident investigations; delivery of training; liaising with internal departments and external agencies; as well as rendering guidance and expertise on building standards, fire systems, hazardous material handling, Emergency Action Plans, and Standard Operating Procedures. Serve as expert witness in Legal matters pertaining to fire/life safety when required.      
            
Responsibilities             
  • Manage the daily activities of the Assistant Fire Marshal and Office of the Fire Marshal Staff. Select, develop, and motivate non-represented and represented personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure staff maintains required annual LIRR and NYS training. Oversee all responsibilities including schedules and appropriate twenty-four-hour emergency response coverage. Provide direction to staff and emergency response organizations who may be responding to an emergency on or near LIRR property or equipment. Provide staffing for the activation of Office of Emergency Management Operation Coordinate the scheduling of the Fire Marshals with the LIRR Employee Training and Corporate Development Department's Emergency Responder Training section to assist in the delivery of classroom and field training for local fire departments, EMS agencies, police departments and other local, federal and state agencies. Direct and schedule personnel for planned events and if requested for emergency incidents which may have potential to impact LIRR operations. Coordinate the scheduling of the Fire Marshals with the LIRR Employee Training and Corporate Development Department’s Emergency Responder Training section to assist in the delivery of classroom and field training for local fire departments, EMS agencies, police departments and other local, federal and state agencies.
  • Oversee and supervise The Assistant Chief Fire Marshal and the Office of the Fire Marshals in the LIRR fire safety and prevention program including the inspection, testing and maintenance of sprinkler, standpipe, suppression and fire alarms systems and investigation of significant fires. Oversee fire and life safety code compliance analysis for all projects, including review of plans and specifications for the design, construction and renovation of facilities, structures and equipment to ensure compliance with regulatory standards, rules and regulations. Oversee the OFM Hot Work Permit program. Direct the implementation of all applicable NFPA standards to minimize the possibility and effects of fire and other risks. Ensure representation is maintained on the national NFPA 130 Fixed Guideway Transit and Passenger Rail Systems committee to enhance fire life safety throughout LIRR infrastructure.
  • Supervise staff in maintaining compliance to ensure all applicable New York State Uniform Fire Prevention and Building Codes as outlined in Title 19 Rules and Regulations Chapter XXXIII Subchapter A requirements are being met. This includes the submittal of Title 19 NYCRR Part 1204 reporting form as required annually by municipalities within New York State. As a self-certifying public authority, the LIRR designates the Office of the Fire Marshal to meet the regulatory statutes and ensure violations of the code are remedied.  This includes both LIRR occupied spaces and LIRR owned spaces leased through MTA Real Estate. Oversee Assistant Chief and Office of the Fire Marshal's participation on East Side Access project related safety hazards that would affect the safety of LIRR employees, customers, contractors, public, property and equipment are identified and eliminated or reduced to an acceptable level through the review of the project documents including drawings, safe work plans and specifications. Provide direction for the safety management of LIRR – ESA / Special projects and LIRR -Grand Central Terminal, MTA Capital Construction and high priority projects. Participate in multiple East Side Access (ESA) Task Groups on emergency planning and response to develop appropriate policies and procedures.
  • Implement programs to comply with FRA Title 49 CFR Part 239 Passenger Train Emergency Preparedness. Supervise staff in the development, participation and assessment of these programs. his includes ensuring the emergency responder community is trained and that emergency response drills are conducted with Lessons Learned disseminated to LIRR Operating Departments, Employee Training and Corporate Safety Development, ·and the Emergency Responder Community. Direct the inspection of the rolling stock to ensure emergency instructions/signage, equipment, and lighting is on-board and functional. Coordinate tunnel and elevated structure emergency preparedness· measures to ensure the safety of employees, the riding public and emergency responders.
  • Implement programs to ensure compliance with NYS codes and regulations, construction requirements, and applicable OSHA regulations. Supervise staff in the development and assessment of these programs. Apply title 29 Subpart E-Exit Routes and Emergency Planning to include design maintenance of safeguards, and operational feature to ensure the safe evacuation of employees when applicable. Identify exit routes, emergency action and fire prevention plans. Review and apply Subpart H-Hazardous Material Handling and Transportation to include emergency response. Subpart K- Medical and First Aid Subpart L-Fire Protection to include portable fire extinguisher training and maintenance, fixed fire suppression equipment and detection systems.
  • Represent the LIRR as Commanding Officer of the Fire Marshal's office at the incident command post during incidents and emergencies on or about LIRR properties and equipment. Liaison with local fire departments, police departments, EMS, other railroads and agencies. Assign personnel to maintain operational readiness at Emergency Operation Centers located at various Offices of Emergency Management at designated locations during regional incidents. Oversee the preparation of plans for fire safety, fire detection, evacuation or any event requiring emergency planning and procedures. Serve as CSD lead representative on all winter storm and hurricane committees and MTA Emergency Management initiatives. Identify department responsibilities and requirements during and after event. Ensure Fire Marshals and applicable departments maintain Fire Protection Cars in a state of readiness and coordinate seasonal placement and maintenance. Respond to emergency events on and along LIRR properties and equipment.
  • Oversee LIRR emergency preparedness and contingency plans. Administer and oversee the development of a comprehensive LIRR Emergency Operations Plan from legacy planning documents. Review existing plans, revise as necessary, identify planning gaps and develop new plans as required. Maintain and augment all functional and hazard-specific annexes planning and response to develop appropriate policies and procedures. Oversee the development and completion of inspection and investigation records and reports and ensure they are prepared and maintained. Prepare New York State Annual report as required by Title 19 Part 1204 Review hazardous materials reporting required by New York State with appropriate agencies is coordinated and conducted with Environmental planning and compliance. Provide reports as required. Provide testimony for the LIRR for court trials, arbitration hearings and depositions for fire/life safety litigation cases. Establish and maintain good working relationship with regulating authorities.

Qualifications             
  • Bachelor's degree in Fire Science, Emergency Management, Engineering or related field. Demonstrated equivalent experience, education and or technical credentials may be considered in lieu of degree. Subject to approval.
  • Minimum 15 years experience in fire/life safety related emergency response.
  • Minimum 5 years experience as a Fire Marshal, NYS Code Enforcement Official or a Fire Prevention Officer.
  • Must possess 5 years prior supervisory experience and ability to effectively coordinate and manage delegations.
  • Certified as Firefighter I and II; successful completion of National Incident Management Systems 700, 100, 200,300,400 curriculums.
  • Comprehensive knowledge of Federal Railroad Administration (FRA), Occupational Safety and Health Administration (OSHA) regulations, New York State Uniform Fire and Building Code (NYS Code), and National Fire Protection Association (NFPA) standards; as well as applicable Federal, State, and local laws.
  • Experience directing the development and implementation of programs for conducting fire/life safety inspections.
  • Working knowledge of fire protection systems and devices.
  • Comprehensive knowledge and experience overseeing investigations of incidents including determination of fire cause and origin; development of corrective actions; and assessing effectiveness of corrective actions. Must possess investigative research and analytical skills.
  • Ability to work with all levels in the organization to provide feasible recommendations to address and resolve related fire/life safety issues.
  • Ability to review, understand and interpret construction documents and architectural drawings.
  • Must possess superior communication and human relation skills with the ability to influence others.
  • Must have a proven record as a successful manager with expertise and experience managing a professional staff and schedules.
  • Must possess proven and effective leadership, problem solving, human relations, and written and oral communication   skills.
