Job description

Summary of Position:

The position serves as a member of the senior management team and reports to the Chief Executive Officer. The CFO/COO effectively manages the Finance & Operations Department and is responsible for all aspects of financial accounting, expense control, and cash management for the Mobile Area Chamber of Commerce (MACC), MACC Foundation, Industrial Development Board of the City of Mobile, Industrial Park Board, Industrial Development Authority of Mobile County, and other special funds and accounts, retirement plans, and performance contracts as assigned. Oversees Human Resources, building operations, Security and Information Technology.


Essential Functions:

  • Actively relays schedule and provides direction and other information to his/her team, answering questions and resolving issues as needed.
  • Manages the personnel and operations of the department to ensure that stated goals and objectives are achievable.
  • Directs hiring, training, supervision, mentoring, and performance evaluations following the procedures set out by the organization and with the approval of the President.
  • Timely reviews, completes and approves, attendance records, and adjusts employees' pay information and PTO submitting to the payroll department as required.
  • Responsible for preparing and distributing all financial reports to the Board of Directors, the President, and Vice Presidents.
  • Responsible for developing and maintaining records that properly reflect the financial position of the MACC, MACC Foundation, Industrial Development, and Industrial Park Board, funds, and other special funds and accounts as assigned, according to GAAP.
  • Oversees banking and investment activities connected with the above-mentioned entities and accounts.
  • Coordinates and manages external audits of the Chamber, Chamber Foundation, Industrial Park Board, Industrial Development Board, and the Industrial Development Authority.
  • Leads the organization's annual budgeting process.
  • Develops, reviews, and analyzes the annual departmental budgets necessary to carry out the Chamber's Plan of Action with assistance from Senior Staff.
  • Provides monthly/quarterly reporting assistance for grant activity.
  • Monitors compliance with the tax-exempt status of the Chamber and the Chamber Foundation. Reviews annual IRS Form 990 and Form 990-T filings.
  • Performs month-end close procedures and coordinates the timing of month-end close with staff.
  • Makes journal entries and oversees the maintenance of the general ledger.
  • Reconciles bank accounts for the Chamber and Chamber Foundation.
  • Reviews accounts receivable aging reports monthly and communicates with departments regarding collection efforts.
  • Participates in regularly scheduled Partners for Growth collection meetings.
  • Ensures timely and accurate filing of all required documents and tax returns.
  • Monitors contract compliance including reconciliations, reporting and auditing.
  • Monitors the efficient running of facilities.
  • Oversees in-house and contracted Information Technology services in this area.

Human Resources

  • Oversees Health Insurance third-party administer relationships and the reconciliation of their work.
  • Serve as a fiduciary for the 401(k) plan. Works with third-party to ensure all statutory reporting is timely and accurate.
  • Administrators over medical and dental plans, conducting annual review of all insurances. Oversees timely renewal with agencies.
  • Oversees human resource procedures and payroll.
  • Oversees matters relating to personnel, including Employee Handbook and Operations Manual update as needed.
  • Reviews pay grades and salary ranges. Consults with third-party compensation advisors.
  • Reviews payroll reports and acts as a backup payroll processor.
  • Insures filing of all quarterly payroll tax returns.

Operations

  • Oversees the maintenance and upgrades of the buildings, grounds, fixtures, and equipment on behalf of the MACC Foundation.
  • Leads weekly operations/department meetings.
  • Engages with appropriate security vendors/providers to help ensure the safety of staff and property.
  • Provides oversight for the IT function including budgeting, assisting with long-term project planning, and ensuring the organization's IT-related expectations are met.
  • Supports the importance of Diversity, Equity, and Inclusion throughout the Chamber and its program of work.
  • Attends staff, departmental meetings, and safety and health training, as required, on time.
  • Works when scheduled and complies with company attendance policy.
  • Observes and practice all safety procedures and policies.
  • Travels as required

  • Must be able to add, subtract, multiply, and divide, using fractions and decimals.
  • Must be able to work well under pressure and manage priorities.
  • Must be able to demonstrate organizational skills and attention to detail.
  • Must be able to lift and carry up to 25 lbs. occasionally.
  • Must be able to see within normal range with or without corrective lenses.
  • Must be able to sit for extended periods of time while using hands, fingers, and wrists repetitively on a keyboard.
  • Must be able to occasionally climb stairs.
  • Must be able to stand and walk throughout the day.
  • Must be adaptable to change with short notice.

Other Functions: (Duties that are likely to be assigned to this person unless he/she proves unable to perform them after receiving training and/or accommodations that the company judges appropriate).

  • Participates in conferences and training as directed
  • Position requires meetings and activities outside of regular work hours; must be flexible
  • Other duties as assigned.

Experience/Education:

Requirements include a bachelor's degree in accounting and/or finance, certified public accountant, with at least ten years of experience in financial management and accounting, including experience in hiring and supervising personnel, administration of employee benefits, and general corporate operations. MBA and not-for-profit experience preferred. Knowledge of HR processes and labor laws is required. Must have a valid driver's license and pass a background and vehicle check.
