Job Responsibilities

The South Carolina Department of Veterans' Affairs is seeking a hardworking and dependable candidate just like you to apply! This position operates under the guidance of the Chief of Staff, with authority to organize and operate the Division of Resource Management so as to achieve the Secretary's intent. As a senior leader within the department, this position receives broad guidance from the Secretary and Chief of Staff and is required to demonstrate mature judgment in translating that guidance into specific actions, programs, and directives for the Division of Resource Management. This position has broad supervisory authority over the daily operations of the Division of Resource Management.
Responsibilities of the Chief Financial Officer:
  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • Establishes and enforces internal fiscal management policies and procedures to ensure all department procedures are accomplished with fiscal accountability and integrity. Develops, implements, and executes all necessary and prudent accounting and procurement systems. Ensures the department's fiscal actions are prudent, legal, ethical, and auditable.
  • Develops, submits, and oversees the execution of the department's annual operating budget. In coordination with division directors and the department's senior leaders, forecasts future budgetary requirements. Provides timely and accurate understanding of budget execution and the current fiscal status down to the division level. Anticipates budgetary issues and makes prudent recommendations to address them.
  • Oversees and executes all financial contracts to which the department is a party. Oversees and executes the department's procurement process. Manages all grants of which the department is a recipient. Ensures the department meets all its contractual obligations, to include those pertaining to grants. Oversees all financial functions of the department that are conducted through a contracted vendor or another state agency operating under a memorandum of understanding with the department. Ensures these functions are performed in accordance with the contract or memorandum of understanding and to the same level of professionalism as those functions performed internally.
  • Oversees the construction and maintenance of the department's physical facilities, to include current and future Veteran homes and current and future Veteran cemeteries. Oversees the development of detailed plans and documentation required to obtain state and federal approval of capital construction and maintenance projects. Oversees the department's Comprehensive Permanent Improvement Plan. Oversees the maintenance of reliable information technology as required by the department.
  • Provides the Secretary, Chief of Staff, and other directors with timely and professional advice on all fiscal matters. Anticipates budget shortfalls and surpluses and makes recommendations for the maintenance of the department's fiscal health.
  • Performs other duties as assigned.

Minimum and Additional Requirements
This position requires 1) a bachelor's degree in accounting, finance, business, or a related field and 2) professional experience in a related area such as accounting, auditing, finance, or banking.
  • This position requires detailed knowledge of the principles, practices, and theories of accounting, auditing, banking, budgeting, or financial management and a thorough knowledge of governmental finances and institutional fund accounting. The candidate must understand electronic data processing and be knowledgeable of applicable state and federal laws and regulations.
  • The candidate must be able to develop, implement, and oversee a complex financial management system; interpret and analyze financial data and reports; and interpret and apply complicated federal and state statutes, rules, and regulations pertaining to applicable programs.
  • The candidate must be able to manage a staff of accounting and budgeting personnel; be knowledgeable of organizational leadership theory and practice; and be able to communicate effectively both orally and in writing to diverse audiences.

Preferred Qualifications
  • A master's degree is preferred.
  • A current Certified Public Accountant (CPO) and/or Certified Government Financial Officer (CGFO) license is preferred.
  • Preferred related work experience includes ten (10) years of experience in a large, multi-faceted accounting or related financial environment, with five (5) in a managerial position. Some experience in state government is also preferred.
