JOB SUMMARY
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Job Purpose Statement/s: The Chief Financial Officer (CFO) has primary authority and accountability for administering the business functions and operations of the Normandy Schools Collaborative in accordance with the policies of the Board of Education, State standards, and the regulations and procedures issued by the Superintendent of Schools. As such, the CFO is responsible for ensuring e?ciency, e?ectiveness, and optimum levels of service to support teaching and learning. The CFO will also support the mission that each student is highly educated, prepared for leadership and service, and empowered for success as a citizen in a global community. The CFO has direct oversight of operational departments including: Buildings and Grounds, Food Services, Purchasing, Payroll, Transportation, and Information Technology. Additionally, the CFO is a primary contributor to building the district's strategic plan and assists with developing policies and procedures, attends all Board meetings, conducts studies and makes recommendations to the Board.
  • Provides strategic leadership, in partnership with the Superintendent and the Board, to create the vision for the district, develop the strategic plan to achieve the vision, and drive the execution of the plan.
  • Ensures compliance with district goals and objectives, administrative procedures, board policy, state and federal law and the directives of the Superintendent in carrying out the responsibilities of operations departments.
  • Serves as a member of the Superintendent's Senior Leadership Team and provides regular brie?ngs to the Superintendent on critical operational issues.
  • Conducts administrative or operational studies, analyzes data and provides recommendations to the Superintendent on operational matters.
  • Evaluates e?ciencies and e?ectiveness of district operations and develops strategies to assure e?cient operational support for teaching and learning in an urban environment.
  • Develops and implements long and short-term strategies to improve e?ciencies in operations and prioritization of resources.
  • Serves as a role model for e?ective human capital management that delivers measurable, cost-e?ective results toward the district's goals and mission.
  • Communicates with other district sta? to coordinate activities and programs, resolve issues and con?icts, and exchange information to assure e?ective services.
  • Develops and prepares the annual budget for operational departments, analyzes and reviews budgetary and ?nancial data, monitors and authorizes expenditures in accordance with established
  • Establishes a plan for operations sta? development and evaluates assigned personnel. Attends all Board meetings and provides sta? support to board standing committees. Connects and networks with other, similar school districts to share best practices, and continually upgrade and improve district operational programs.
  • Stays current on educational issues and trends in e?ective operational support.
  • Performs other duties of a same or similar nature as assigned.

KOWLEDGE, SKILLS AND ABILITIES:
  • Excellent written and verbal communication skills.
  • Excellent management and supervisory skills.
  • Excellent analytical and organizational skills.
  • Proficient in database and accounting computer application systems.
  • Ability to manage advance financial receipts and disbursements.
  • Proficient computer literacy (proficient in Microsoft Office Suite, Zoom and / or related software).

EDUCATION AND EXPERIENCE:
  • Master's Degree or advanced degree of at least equivalent standard from an accredited college or university. CPA preferred / Certificate in Accounting is acceptable. Seven years of progressively responsible management experience, two of which must be at the senior/district level.
  • Experience with managing in a large, complex organization.
  • Demonstrated success and/or strong knowledge in the relevant business operating areas such as Purchasing, Facilities Management, Food Services and Transportation.
  • Demonstrated success with developing and implementing strategic plans and directing large projects.
  • Proven record of successful budget administration and tracking and measuring results against organizational objectives.
  • Proven record of championing continuous learning and professional growth and demonstrated success of developing and retaining high performers.
  • Proven track record as a change agent with strong interpersonal skills.
  • Experience dealing with diverse and economically disadvantaged populations.
  • Successfully passing criminal background checks and health clearances.
  • Leadership experience in implementing and directing a variety of large- scale instructional programs and/or operations in a large urban school.
  • Experience with the challenges of urban education.
  • Experience with union relations.
