The Office of Energy Infrastructure Safety's (Energy Safety's) Executive Office is seeking a Chief Data Officer to work on pioneering efforts to develop data analytics policy and capabilities to support effective oversight of electrical corporations' efforts to reduce utility-ignited wildfires.
Under general direction of the Director, the incumbent will serve as the Chief Data Officer in the Executive Office and will act as a top advisor to the Director. This position will have significant responsibility for formulating, prioritizing, and administering the policies, procedures, and programs that advance the department's data analytics goals, including assessing and moving the organization forward to focus on data analytics and geographical information systems (GIS) development to enable data-driven decision making. The Chief Data Officer will be responsible for supervising data analytics management and staff, workforce planning, managing program budgets, leading mission critical data analyses, tracking/advancing progress towards strategic plan priorities, and working closely with partners from electrical utilities, academic and research institutions, stakeholders, and the public.

Department Information The mission of the Office of Energy Infrastructure Safety (Energy Safety) is to advance long-term utility infrastructure safety through data-driven, wildfire mitigation evaluation and compliance, excavation standards and education, in collaboration with local, state, and federal agencies, and in support of improved utility infrastructure, safety culture, and innovation.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

  • Examination Information
    The examination will consist of an application screening process conducted by a designated screening committee.
