Join the Department of Transportation & Public Facilities (DOT&PF) Commissioner's Office as our Chief Contracting Officer! Lead the contracting team in procuring and managing construction and engineering services for DOT&PF projects, ensuring compliance with regulations and best practices. Collaborate with stakeholders, evaluate contractor performance, and drive excellence in Alaska's transportation infrastructure.
Depending on the selected applicant's location, this position can be filled in Fairbanks, Juneau, or Anchorage. Salary information is listed below:
Fairbanks: $$3706.40 / bi-weekly
Juneau: $3778.40 / bi-weekly
Anchorage: $3598.40 / bi-weekly
What you will be doing:
The Chief Contracts Officer has statewide responsibility for establishing standards and methodologies and ensuring compliance with all state and federal requirements governing the procurement/contracting of construction services and materials for the Executive Branch of the state. This single-position job class has responsibility for overseeing all activities in the specialized areas of construction procurement and contracts and is responsible for the implementation and delegation of the department's statutory authority for construction to staff within the agency and to all agencies within the executive branch.
Key responsibilities of this position include:
  • Oversees the procurement of the design and construction of all highways, bridges, airports, buildings, ferries and state equipment fleet for all executive branch agencies in the State as defined in AS 36.30.005 and 36.30.015.
  • Administers all executive branch construction protest and contract claim appeals, procurement violations, and all Alaska International Airport System and Rural Airport permits, lease, and concession appeals.
  • Overall responsibility for the administration and implementation of the construction related professional services contracting function for the executive branch; ensuring that Professional Services Agreements are established and awarded in full compliance with state and federal statutes and regulations, policies and procedures.
  • Provides guidance to staff and delegated agencies prior to the review and approval of special procurement requests and reports. These include but are not limited to Requests for Alternate Procurement Methods ("Waiver"), Public Interest Findings, Force Account Determinations, Innovative Procurements, and Design/Build Determinations.
  • Provide training, advice and assistance to the department contracting staff and executive branch agencies that hold Construction Contracting Warrants and delegation of authority. This relates to the consultant selection, design, construction, and administration aspects of delegated construction authority and is responsible for all aspects of development, training, and administering the Construction Contracting Warrant system.
  • Prepares certain fiscal notes, position papers, testimony and suggested language changes to pending legislation, and on legislation.

Minimum Qualifications
To be successful in this position, the selected applicant will possess the following core competencies:
  • Civil Engineering: Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.
