The Department of Health Care Services (DHCS) is looking for a highly skilled, exceptionally motivated individual to serve as the Chief of the Capitated Rates Development Division (CRDD) within Health Care Financing (HCF). Under the general direction of the Deputy Director (DD), HCF, the Chief, CRDD serves as the principal policy maker for all rate-setting activities to ensure high-quality and cost-efficient Health Care through the DHCS contracted Managed Care Plans (MCPs). The Chief provides policy and administrative leadership in the formulation and implementation of financing policy for the managed care delivery system; oversees actuarially sound methods of establishing capitation rates and related statutory, regulatory, and contractual reimbursement for MCPs; directs and oversees CRDD employees to ensure uniform program direction and efficiency of program delivery in accordance with state and federal requirements. The Chief CRDD also directs and evaluates the policy, planning, and ongoing performance management activities necessary within the division.

Working Conditions
The DHCS headquarters is in downtown Sacramento, California, at 1501 Capitol Avenue, near the State Capitol. As a member of the DHCS Executive Staff team, this position is expected to have a regular presence in Sacramento.
This position is eligible for telework from anywhere in California. The incumbent will be assigned a headquarters location county nearest their residence and will be required to report to their assigned headquarters location and Sacramento, California, as needed/required. Teleworking is limited to residents of California, and proof of residency may be required.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department's Equal Employment Opportunity Program (EEO) objectives; and a manager's role in the EEO.

- Demonstrated ability to analyze program issues from a broad policy perspective.
- Demonstrated ability to review and draw conclusions from quantitative data, including awareness of data limitations.

Examination Information
The examination process will consist of a Supplemental Application. Applicants are required to respond to the following five supplemental items. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to successfully perform at the CEA B level. Responses to the supplemental items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that which is required under the minimum qualifications.
Each applicant for this examination must complete and submit his/her responses to all five supplemental items that follow. Supplemental responses and application must be postmarked, personally delivered, or received via interoffice mail by the final filing date. APPLICATIONS RECEIVED WITHOUT RESPONSES TO THE SUPPLEMENTAL ITEMS WILL BE REJECTED.
