Org. Setting and Reporting
The position is located in the Secretariat of the Headquarters Committee on Contracts (HCC) and Headquarters Property Survey Board (HPSB), Office of the Under-Secretary-General for Management Strategy, Policy and Compliance (DMSPC OUSG). Within delegated authority, the Chair will be under the direct supervision and guidance of the Director of the Office of the Under-Secretary-General.
Responsibilities
HCC & HPSB - Convenes and presides over meetings of the Headquarters Committee on Contracts (HCC) and of the Headquarters Property Survey Board (HPSB); convenes emergency and special meetings of the HCC and/or HPSB to deal with urgent requirements. - Reviews and makes recommendations to the officials with delegated authority for the award of contracts of major procurement, and the disposal and write-off of UN assets, as per the delegation of authority framework. - Ensures that outputs produced by the HCC and HPSB maintain high-quality standards; that reports, meeting minutes and recommendations are timely, clear, objective and provide an accurate reflection of the HCC and HPSB deliberations and they meet required standards to ensure they comply with the respective mandates. - Provides leadership in the development of innovative and/or change management programmes with an aim and continuously improving the efficiency and effectiveness of the HCC and the HPSB and of end-to-end business processes they support. - Contributes to the formulation and enhancement of the Organization's overall strategies and policies in the areas of procurement and property management, by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the Director of the Office of the Under-Secretary-General for Management Strategy, Policy and Compliance (USG/DMSPC), to the USG, and to the Controller. - Contributes to the design and setup of inter-agency strategies, policies and mechanisms to enable enhanced procurement cooperation approaches, in particular in support of the UN system wide Common Back Offices and Global Shared Services initiatives. - Ensures that procurement cases proposed for award comply with the Financial Regulations and Rules, and related policy framework, including established procurement procedures. - Supports the development and coordination of coherent practices for Property Survey across the Secretariat in coordination with the Office of Programme Planning, Finance and Budget (OPPFB) in DMSPC. - Ensures that recommendations of the HPSB comply with the Financial Regulations and Rules, and related policy framework, including established property management procedures. - Directs the preparation, sharing and review of lessons learned as part of regular organization learning and continuous improvement mechanisms LCC, LPSB & ARB: - Formulates policies, provides guidance to the Local Committees on Contracts (LCC) and monitors the proper functioning of the committees in consultation with Procurement Division in the Department of Operational Support. - Formulates policies, provides guidance and advice to the Local Property Survey Boards (LPSBs) and monitors the proper functioning of the committees in consultation with OPPFB. - Directs the organization of periodic meetings of LCC Chairs and HPSB Chairs to foster collaboration and continuous improvement. - In collaboration with other relevant stakeholders, oversees the development of capacity building programmes and delivery of training to the members of the LCCs and LPSBs as well as lead in-situ assessment exercises in support of the work of the LCCs and HPSBs. - Provides inputs and collaborates with the Registrar of the Award Review Board (ARB) as required. Programme Management: - Coordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, the Fifth Committee, and the Committee for Programme and Coordination as appropriate. - Delivers presentations at meeting, workshops and training conferences as required, including, amongst others, to Heads of Administration, Chief Procurement Officers, Chief Financial Officers, Chief Transport Officers. - Directs and manages operations for the joint HCC and HPSB Secretariat. - Oversees the administrative tasks necessary for the functioning of the joint HCC and HPSB Secretariat, including preparation of budgets, reporting on its performance, annual work planning, evaluation of staff performance, and recruits personnel, taking due account of geographical balance, gender, and relevant organizational priorities. - Manages, guides, develops, and trains personnel under their supervision. - Fosters teamwork, collaboration, and communication among personnel in their own team and across organizational boundaries. - In coordination with relevant stakeholders, directs the continuous improvement of tools and methods to gather statistics on the work of the HCC, HPSB, LCCs, and LPSBs; manage data; and produce information relevant to the work of the boards and committees, to foster continuous improvement across the Secretariat in the areas of procurement, property management and related compliance.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, law, procurement, finance, or related fields is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be affected in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in law, public or business administration, procurement, property management, finance, or a related field is required. Experience in the application of regulations, rules, and policies of the United Nations or of a similar large and complex international organizational settings in the area of procurement is required. At least three years of experience in leading and managing a team in a multicultural environment is required. Experience in client support is required. Experience in implementing or improving procurement compliance frameworks aimed at achieving regulatory adherence and operational efficiency, taking into account clients’ needs is desirable. Experience in implementing or improving property management compliance frameworks aimed at achieving regulatory adherence and operational efficiency taking into account clients’ needs is desirable. Experience coordinating complex activities across organizational and geographical boundaries is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
