The CCAP Eligibility Specialist determines initial and continuing eligibility for the Colorado Child Care Assistance Program (CCCAP). This program provides financial assistance to eligible low-income families, supporting their employment, education/training and/or job search activities. This involves processing and entering information using the Child Care Automated Tracking System (CHATS). This position is responsible for determining initial and ongoing eligibility, processing submitted documentation in a timely manner. This position will also maintain an ongoing supportive relationship with customers while they are active in the program.
This position is available for schedules of 5/8 (8-hour workdays Monday-Friday) or 4/10s (10-hour workdays Monday-Thursday or Tuesday-Friday) to be negotiated with hiring manager.
This position is hybrid, with remote work and in-office work required. Training will be in office.
Anticipated Hiring Range: $24.00 - $25.00 per hour
Compensation will be determined based on education, experience and skills.

Essential Duties:
Providing excellent customer service provided to internal and external customers and community members.
Determining initial and ongoing eligibility for customers accessing child care benefits, based on the rules/regulations of the CCCAP program.
Assembling and reviewing information supplied by the customer regarding financial and other criteria.
Effectively communicate face-to-face, in writing, and over the phone with customers, coworkers, and community partners.
Identify and assess customers' needs to provide appropriate solutions and resources.
Resolve customer complaints by determining the root cause, resolving issues, and working through the best solution to the problem.
Ability to be flexible to the changing business needs of the agency.
Awareness of and ability to educate customers on available resources within the agency and with community partners
Developing effective working relationships with customers, providers, internal/external partners, state representatives and the CCCAP Business Office.
Making referrals to outside agencies for additional services, as needed.
Performing daily data entry in complex computer systems to process information and ensure accurate decisions have been made regarding customer benefits.
Accurately interpreting and evaluating computer-generated data to determine application to each individual case.
Preparing written documentation for each case ensuring accuracy, emphasizing verification of eligibility factors, and resolving unclear or contradictory information.
Recognizing cases that are a potential conflict of interest.
Condensing, organizing, storing and tracking cases files and documents.
Interpreting and applying county, state and Federal regulations and policies.
Granting, modifying, denying or discontinuing an individual's eligibility, using great discretion and adhering to applicable state rules.
Participating in state/county trainings and quality assurance practices, supporting program integrity efforts.
Identify and report potential fraud situations to the Investigations Unit.
Self-motivation with the ability to work independently and on a team.
Troubleshoot system and case issues as needed.
Attend training and pass all required exams to maintain/enhance knowledge and professionalism.
Other duties as assigned.

Minimum Qualifications:
High School Diploma or equivalent certificate and
One year of work-related experience is required.
Or an equivalent combination of education and experience.
Preferred Qualifications:
Related experience in customer service.
Related experience with data entry into complex computer databases.
Experience in a social/human services field is preferred.

Strong communication skills to be able to assist customers navigate through the system and understand program requirements.
Strong organization skills and strict attention to deadlines.
Ability to have difficult conversations with customers when the result is not favorable.
Thrives in a fast-paced environment with frequent changes to program rules/guidelines.
Additional Information:
Offer of employment contingent upon successful completion of criminal history, finger-printing motor vehicle report, education verification, and/or references. Criminal history must not include but not limited to convictions for theft, forgery, counterfeiting, crimes against a person, or other related charges. (Felonies within the last 7 years, misdemeanors within the last 3 years, or a pattern of convictions.)
