Job description

Under the direction of the Court Administrator and the Specialty Court Coordinator, responsible for the oversight of a grant-funded treatment court program and participants. Performs client intakes, communicates with Circuit Court probation agents in developing case plans, evaluates progress and monitors compliance. Requests substance use disorder assessments and conducts screenings, monitors substance use testing. Maintains records, establishes statistics and generates monthly and annual reports. Prepares and facilitates meetings with treatment court team members in advance of court review hearings. Appears in court for review hearings and other proceedings to provide information. May accompany law enforcement officers conducting home visits. Completes all other case management functions as assigned.

Employees hired after or employed as of February 1, 2023, are eligible to receive a retention stipend of $2,500 if they remain employed through January 31, 2024.

  1. Screens individuals charged with felony offenses for program admission criteria, following referral from the Prosecutor's Office. Gathers preliminary information prior to district court pre-exam conference, prepares recommendations for bond conditions and appears in district and circuit court.
  2. Screens individuals charged with probation violations for admission into a problem-solving court as assigned. Consults with the Prosecutor's Office for approval of admission into the program. Gathers preliminary information for screening and sentencing criteria. Monitors compliance and meets with clients in jail as needed.
  3. Schedules substance use assessments and conducts screenings to identify levels of risk and criminogenic needs.
  4. Consults with the probation agent in developing case plans and presentence investigation recommendations. Refers clients to the appropriate level of substance use disorder treatment. Refers clients to other service providers for housing, employment and mental health treatment, maintaining regular contact with such agencies to monitor client progress.
  5. Monitors compliance of court orders that may include but is not limited to treatment, electronic monitoring, community service work, and substance use testing, reporting all violations to the probation officer.
  6. Attends all review hearings and staffing meetings. Prepares and provides a report in advance of the problem-solving court team staffing session regarding program progress and compliance/non-compliance. Testifies in court as needed.
  7. Maintains case files, establishes program specific statistics, and generates reports as directed, or as required by the State Court Administrator's Office. Utilizes the required database to enter and maintain accurate historical data.
  8. As directed, conducts home visits and field contacts for the purpose of case management, supervision, and surveillance. Home visits may be required outside of regular business hours.
  9. Attends all trainings such as but not limited to treatment courts, LEIN, software systems, grants, and other trainings as directed.
  10. Conducts drug testing such as urine tests and PBTs.
  11. Assists with general office procedures such as typing, word processing, filing, and answering telephones.
  12. Must be able to work on-site in the Community Corrections Office.

Education: Bachelor's Degree in Criminal Justice or related field.

Experience: Six months or more of previous experience in an area of criminal justice, substance use in a counseling, case manager or related capacity. Experience may include internships or related activity.

Other Requirements:

  • Must have excellent written and verbal communication skills.

  • Knowledge of substance use pathology and other criminogenic needs along with related treatment methodology, methodology highly preferred.

  • Must have a valid Michigan Driver's License and will need to pass a background check.

FLSA Status: Exempt.
