Essential Duties and Responsibilities:

The Capture Manager manages capture and proposal activity for opportunities in our industry space and/or in support of our key customers. You will be responsible for leading and developing capture and proposal activities. You will create capture plans, interact with potential customers and industry partners, qualify opportunities, and be responsible for leading and developing those opportunities toward high win probability. Above all, you should have passion, motivation, and the drive to pursue business opportunities and success.

 

The Capture Manager works in partnership with the operational team to qualify and capture new business opportunities supporting the development of winning proposal content that includes technical and management approaches, executive summaries, substantiation of claims (i.e. proof points) and other proposal artifacts. The ideal candidate brings existing customer and business relationships in the DOD and IC markets. You will work as a “leader/doer” by leading and actively contributing to the qualification and capture of new and/or emerging business development opportunities. This position leads Cross-Divisional collaboration, pipeline reporting, and synergy in meeting strategic business goals.  Finally, the Capture Manager may supervise personnel assigned to the project through subordinate leaders and provides clear direction to employees regarding compliance with company, customer, and local area of responsibility standards of conduct at all times.

 

Your main duties and responsibilities will include:

·         Perform related duties as assigned by Manager

·         Overseeing the daily business and administrative operations and improving operating procedures for optimal efficiency.

·         Leads all capture activities including opportunity identification, gate review preparation, client interaction, teammate negotiation, key personnel identification, and recruitment, and win theme development

·         Understand potential acquisition strategies

·         Develop draft all capture plans

·         Initiate exploratory client engagement activity

·         Develop, document, and update initial business cases

·         Document all capture activities and customer interactions and place in Salesforce

·         Personnel Management

·         Assign, mentor, and guide assigned employees

·         Provide input on performance reviews, compensation-related actions, and staffing and hiring decisions

·         Primary interface for screening and interviewing potential hires

·         During Active Proposal Periods, the Capture Manager will:

o   Schedule, plan, and meet with clients to further relationship and shape the procurement.

o   Identify procurement and RFP shaping strategies and develop compelling written material for the acquisition strategy

o   Regularly update and maintain Salesforce opportunity tracking information

o   Identify and initiate collaboration with Proposal Manager

o   Identify and initiate collaboration with Operations

o   Assess and identify past performance citation availability including size, scope, complexity, and recency

o   Assess and develop initial solution ideas to management, technical and cost challenges

o   Prepare Milestone 2 briefing to assess viability and secure pre-B&P investment

o   Escalate and resolve complex proposal issues

o   Identify and recruit all required Key Personnel

o   Mobilize the pricing team and incorporate into all solutioning exercises

o   Develop and implement effective and appropriate teaming strategy

o   Determine ideal team structure and negotiate teaming agreements favorable to USA Up Star, including cost implications

o   Include and collaborate with Proposal Manager and Coordinator

o   Develop a coherent, fully integrated Win Plan with Value Propositions

o   Coordinate/lead Blue Team review to validate and sharpen Win Strategy

o   Develop the written “Why USA Up Star?” Story in the proposal

o   Provide guidance, direction, and mentoring to the internal cross functional teams

·         Maintain compliance with all company policies and procedures

·         Other duties as assigned

 

 

Physical Requirements:

·         Must be able to pass an NCIC-equivalent background check

·         Must have a valid driver’s license

·         Must be a U.S. Citizen with current, valid, signed U.S. Passport

·         Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards

·         Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.

·         Ability to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus. Also requires ability to lift up to 10 pounds.

·         Must be able to talk, listen and speak clearly on phone

·         Ability to work on multiple concurrent projects

·         Ability to adapt to various people and working styles under tight deadlines

·         Previous experience as a program manager is highly desired.

·         •     Experience interviewing subject matter experts to support the proposal writing process

 

Knowledge, Skills & Experience:

·         Typically requires an undergraduate degree and 10+ years of experience

·         Minimum 7 years proven successful experience leading teams in a dynamic, fast-paced environment

·         High proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint

·         Advanced ability to collaborate and negotiate

·         Excellent leadershiup, organizational and time management skills

·         Exceptional analytical and strategic thinking abilities

·         Excellent writing, communication, and interpersonal skills; Editing skills; excellent knowledge of grammar and punctuation

·         Strong attention to detail and disciplined adherence to the schedule and deadlines

·         Self-motivated, proactive, and energetic

·         Strong sense of ownership and responsibility

·         Familiar with government contractor environment and proposals

·         Able to multi-task in a deadline-driven environment

·         Proficiency in MS Office products, IP PowerPoint, Word

·         Proactive, with experience navigating dynamic, start-up organizations and juggling multiple priorities & types of work

·         Ability to work a flexible schedule to include occasional evenings and weekends as needed in order to meet writing deadlines or talk with operational/contractor staff that are unavailable during the workday

·         General understanding of LOGCAP concept of operations to include Performance Work Statement (PWS) and associated technical exhibits is preferred

·         Project management skills, including forward thinking, leadership, accountability, flexibility, focus under pressure, and respect for diverse perspectives a plus

·         Expertise in crafting brand design and communication elements

·         Experience in managing complex, multi-stakeholder projects, and achieving goals on time and within budget

·         Ability to implement seamlessly, motivate team members, and confidently interact with executives and other senior levels of the organization in order to influence, persuade, gain support, input and approvals

·         Strong track record leveraging collaborative leadership in a matrix organization to get things done, with a respectful and professional attitude

·         Ability to think creatively and innovatively

·         Advanced knowledge of disaster response and life-support programs to include equipment deployment, maintenance, component repair, and return to operations

·         Prior military service or significant experience working closely with U.S. military customers a plus

·         Understanding of workflow procedures and systems.

 

Work Authorization/Security Clearance (if applicable)

·         Must be authorized to work in the U.S.

·         Must be able to travel within the Continental United States (CONUS) & outside the continental United States (OCONUS)

·         Must possess a valid driver's license and have (and maintain) a clean driving record.

·         Must have or be able to obtain and maintain a Transportation Worker's Identification Credential (TWIC)
