About this position:

The iconic Seattle Center Monorail is a critical public transportation link for the 12+ million annual visitors to the Seattle Center Campus and its arts, culture, sports, and civic resident organizations. Seattle Center is recruiting for a qualified professional for the position of Term Limited Temporary (TLT) - Senior Capital Projects Coordinator who has Public Works General Contractor/Construction Manager (GC/CM) experience to oversee and lead the design and construction of federal and state funded, accessibility improvements at the Seattle Center Monorail Station.

It is a very exciting time to work for Seattle Center, with many different planning, design, and construction projects in and around the 74-acre campus. The Redevelopment Unit of the Facilities, Planning, and Operations Division is charged with the overall site master planning and management of design and construction of Seattle Center's public facilities and grounds. This position reports directly to the Chief Capital Projects Coordinator.

Here is more of what you will be doing:
  • Act as the project lead from concept to close out, central point of contact for the project using general contractor/construction manager (GC/CM) alternative project delivery.
  • Coordinate with operations and program staff and stakeholders, to include Seattle Monorail Services, Concessionaire to the City of Seattle owned Seattle Center Monorail, to formulate capital project plans, scopes of work, and cost and schedule projections. Defines programmatic outputs with feedback from the Seattle Center Station Steering Committee.
  • Plan and oversee project development from start to finish, develop timelines, establish and control deliverables, and schedule work to have minimal impact on Seattle Center activities and Seattle Center Monorail operations. Included are land use and permitting, environmental reviews, design reviews, construction management, project accounting, final commissioning, and project close out.
  • Represent Seattle Center in presentations of projects to stakeholders and regulatory agencies.
  • Grant administration to include tracking use of funds from various sources, completing milestone progress reports, as applicable, project documentation completed according to federal and state requirements and organized for federal and state audits.
  • In charge of technical requirements of the project; reviews all technical specifications and makes decisions regarding the City's choice on design elements in partnership with Seattle Monorail Services and feedback from the Seattle Center Station Steering Committee.
  • Determine and recommend the appropriate contracting method to select a GC/CM consultant. Prepare solicitation and oversee the selection process, develop and negotiate contract, manage consultant, and approve pay requests.
  • Develop plan and guide project team with the GC/CM solicitation process and project delivery to include preparation of selection/bidding documents, selection and facilitation of selection committee.
  • Lead GC/CM process to include partnering sessions, establishing deliverables, establish GC/CM self-performance intention, subcontracting plan, and multiple award construction contracts (MACC) negotiations.
  • Finalize project manual and construction documents, complete all pre-construction process including approval of subcontract packages, and manage the construction including change orders, buyouts, contingency usage and track all cost allocations.
  • Collaborate with Seattle Center operations staff for documented handover of the project from construction to operations.
Minimum Qualifications:
  • General Contractor/Construction Management alternative project delivery project management experience on a minimum of one (1) Public Works project from design through closeout with a minimum construction value of $10+ Million.
  • Requires a minimum of four years project or construction management or related experience and a Bachelor Degree in Architecture, Engineering, Business Administrat­ion, Urban Planning or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

License, Certification and Other Requirements:
  • Current Washington State driver's license or evidence of equivalent mobility.

Preference will be given to applicants who possess these Desired Experience, Skill, and Personal Characteristics:
Experience:
  • Four years ofincreasingly independent and responsible experience in project or construction management on Public Works GC/CM projects.
  • Experience with independently managing complex Public WorksGC/CM construction projects involving scheduling and developing construction methods that enable ongoing business activities to be maintained, and involvement of the community of users and operators in the design and oversight of the project scope.
  • Oversight of Capital Projects with a range of constituent interest groups, public/private funding partnerships, and technical building systems issues.
  • Experience with highly visible, sometimes controversial, projects with substantial public and community interest and elected official and media attention.
  • Skill and experience with architectural, structural, mechanical, electrical systems design, repair, construction.
  • Experience establishing working relationships with contractors, consultants, and maintenance staff.
  • Experience managing federal and/or state funded construction projects.
Skills, Abilities, and Knowledge:
  • Ability to reflect overall Department goals and objectives to the public.
  • Excellent communications skills to convey in writing and oral presentation complex design and technical concepts and to listen and translate design and program concerns and aims to design and construction professionals.
  • Extensive in-the-field knowledge of construction techniques, materials, and methods and extensive familiarity with code requirements and industry standards to provide advanced critical evaluation of project design and construction assumptions and approaches.
  • Detailed knowledge GC/CM (General Contractor/Construction management) project delivery method.
Technical Skills:
  • Experience in use of project management software, such as Microsoft Project or other programs, AutoCAD, Bluebeam, and Microsoft Office suite.
  • Proficiency in cost estimation and constructability analysis. Knowledge of design and construction methods and materials.
  • Familiarity with Construction Specifications Institute (CSI) format and specifications.
Personal Characteristics:
  • Leadership ability and proven experience working with multi-disciplinary teams to ensure that project designs are driven by user and patron needs.
  • Capacity to work independently and exercise excellent judgment in determining information and decisions that need to be shared with the Division director or Department Executive Staff.
  • Desire to share his/her knowledge and skills freely with other staff to aid the work of the Department overall in accomplishing its goals. Model a collaborative approach to problem solving.
Work Environment/Physical Demands:
While most work is performed in an office environment, work also requires field assignments on construction sites that can be hazardous and difficult to access and maneuver and affected by all types of weather conditions. This may include using ladders, accessing roofs, overseeing hazardous material remediation.The full pay range for this step-progression position is $54.28 - $63.32 per hour. New employees begin at Step 1 of the pay progression, which is $54.28 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions.
