General Purpose
The City of Idaho Falls is accepting applications for a Business Intelligence Analyst I or II depending on years of experience and education.
This position is responsible for many complex technical duties related to the day-to-day operations of the city's ERP software and associated reporting. Installation and maintenance of City Information Technology systems and operations; including, software deployment, database maintenance, and reporting tools. This position may be required to take scheduled on-call for the city IT help desk rotating schedule.
Hiring Manager and the Human Resources Office will evaluate candidate experience/education to determine which level of pay candidate falls into:
Level I pay range = $31.89 - $44.56
Level II pay range = $39.02 - $54.52
Essential Functions
Provide an outstanding level of IT customer service to City Departments and consultants both with call-in, email, and on-site support.
Maintain and support city database operations including ERP software and reporting tools.
Develop and execute database queries and conduct analyses.
Evaluate and improve existing BI systems.
Create visualizations and reports for requested projects.
Gather feedback from end users about system performance and implement changes as necessary.
Collaborate with teams to integrate systems.
Coordinate developers to build and implement technology solutions.
Assists in maintaining City Server and related equipment and software.
Develop and update technical documentation.
Trains City users in PC hardware and software and related functions through business critical applications, networking, PowerPoint presentations and other related training activities.
May be required to provide after hours on-call support when needed for systems maintenance and/or system outages.
Work with web API's and services.
Performs other duties as assigned.
Minimum Qualifications
1. Education and Experience:
Level I
A. Completion of two (2) years of technical college studies in computer science, computer programming, or related fields; AND B. Four (4) years of progressively responsible experience in database operations; OR C. An equivalent combination of education and experience.
Level II
A. Completion of a bachelor's degree in computer science, computer programming, or related field. Completion of information technology professional certifications in the area of Microsoft, SQL, database management and networking can be credit towards the bachelor's degree; AND B. Five (5) years of progressively responsible governmental experience in database operations and programming; OR C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Database querying and report writing. Networking (LAN/VLAN) system management concepts; information system management concepts; hardware configurations and capabilities; operating system fundamentals; data communication concepts; NetWare/Windows Servers systems, PC operating systems, applications and programs, networking documentation procedures; technical writing. Some knowledge of telecommunication equipment technology; system networking procedures and typical maintenance processes; various types of inter-related equipment, specifications and compatibilities; system programming requirements and software contingencies.
Ability to communicate effectively, verbally and in writing; make decisions where established procedures do not always apply; perform complex analytical functions; keep sensitive information confidential; operate personal computer and apply various program applications related to word processing, spread sheets and presentations; develop effective working governmental administrators, programmers, and system maintenance personnel; effectively manage workplace stress related to time deadlines, work pace demands, shifting priorities, and rapid changes within the information technologies industry; learn new systems as they are deployed.
3. Special Qualifications:
Fingerprint and law enforcement background check will be required of final candidate.
Microsoft SQL DBA certification.
IBM Cognos report writing experience.
IBM iSeries knowledge and RPG programing is desirable.
Work Environment
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic domestic and international travel required in normal course of job performance.
