Business Intelligence Analyst - XXX
Definition:
Under general supervision of the Information Systems Business Intelligence Deputy Director and the Information Systems Business Intelligence Coordinator, the Business Intelligence Analyst (BIA) provides technical and analytic support to evaluate data, collate findings relevant to the business, and share them in a manner that can bring about effective change in process, workflow, and overall operations. This role requires experience with leading process assessments, analyzing large, complex, and varied data sets, using modern analytical tools to create reports, visualizations, and other artifacts to inform decision-making within the data management & analytics areas.
The Business Intelligence Analyst will assist HCSA in making sense of the vast volumes of data within the SHIE (Social Health Information Exchange) and other data assets. This role will assist HCSA in streamlining processes and staying ahead of industry trends. A key overarching objective of this role is to transform data into insights that can help to improve the value to both internal and external customers served by HCSA.
This position will provide support to HCSA IS Business Intelligence team in areas of knowledge management, technical project management and overall content organization and management. Additionally, this position will perform and/or participate in a variety of moderate to complex research studies, data analysis, metrics reporting, facilitation and training, and assessment related to department performance and strategic planning; design, develop, appraise, and conduct orientation for existing and prospective new programs and service offerings (internal and external) and execute various other administrative assignments of varying complexity as assigned.
Major Tasks, Duties and Responsibilities:

Data Extraction and analysis of organizational data
Compiling data regarding various challenges and offering remedies that improve the operation of processes and systems
Analyzing business requirements and processes and recommending them to management for implementation
Creating and maintaining documentation that includes the design, requirements and training materials for the organization.
Identifying the development needs for the purpose of streamlining and improving the operations of the organization for efficiency and optimization
Write specifications, develop visualization concepts, artifact and contribute to BI roadmap
Partner with stakeholders to understand their specific reporting needs and requirements, and develop using the Microsoft PowerBI platform
Provide thought leadership, best practices, and standards related to effectively managing an analytics technology platform based on PowerBI, SQL Data Warehouse, and or Snowflake
Support monitoring and reporting on BI platform, provide visibility into resource utilization, identify and recommend areas of improvement
Evaluate and report on effectiveness and usability of solutions based on quantitative usage data and qualitative discussions with end-users and stakeholders
Collaborate with data architect and data engineer team to identify key cross-sector data, data cleansing and completeness processes for source systems
Designing, developing, implementing, monitoring and updating Business Intelligence tools, systems, databases, dashboards, spreadsheets, data outputs, and other methods in order to collect, model, research, analyze, interpret, present, or report on areas of focus for HCSA
Support HCSA IS Business Intelligence team in data analysis and reporting services design, development, management, maintenance, and program coordination in relation to HCSA SHIE (Social Data Health Information Exchange) data & analytics service fulfillment to intra-agency and external customers.
Supports HCSA IS Business Intelligence team in working with internal/external stakeholders requesting data to:
o Develop data and report requests to meet their program needs.
o Design or identify proxy measures when needed.
o Translate stakeholder program data needs to technical staff and technical capacity to stakeholders.
o Provide recommendations on additional useful analytics drawn from previous report development experience using cross-sector SHIE data.
o Refine data visualization requests to provide meaningful and actionable results.
Performs other duties as assigned within the classification.
Required Education and Experience:
a) Bachelor's or master's degree in computer science, equivalent technical field from an accredited college or university
b) 1 plus years of experience in Health Care, Public Sector or related informatics field, performance management, or analysis with strong database SQL skills
c) 2 plus years of experience with PowerBI for dashboard development required.
d) 2 plus years of experience with leading processes analyzing large, complex, and varied data sets, using current analytical tools to create reports, visualizations, other artifacts to inform decision-making.
e) Ability to write intermediate/advanced queries using SQL required.
f) Working knowledge of Snowflake, SQL database concepts
Knowledge/Skills/Abilities Required/Preferred
a) Critical thinker with strong analytic modeling and technical skills
b) Excellent verbal and written communication skills, capable of interfacing effectively with internal and external stakeholders at all levels within the organization
c) Experience preferred with big data platforms, data warehousing, data lake/data mart, and data hub concepts.
d) Experience preferred with analytics tools/capabilities including SQL, SQL DB, Snowflake, PowerBI, Data Structure Algorithms and use of Python, R, and DAX language.
e) Experience preferred with the software development lifecycle and project management ticket-based work request or issue tracking software such as Azure DevOPs or JIRA
