Performs responsible professional work managing the financial, office automation, customer service and office support staff functions of the Information Technology Department. Manages and supervises the budget, general business, and accounting aspects of the Information Technology Department. Manages financial aspect of enterprise-level support contracts, software compliance and microcomputer purchases for the County. Supervises administrative functions and staff and serves as a member of the department management team. Work is performed independently, under the supervision of the Director of Information Technology. Performs a variety of other duties as assigned, including but not limited to those listed below.
- Oversees financial, budget accounting, and internal audits operations for Information Technology.
- Oversees and coordinates the department's budget preparation and submission, meets with the appropriate staff to determine the needs of the department, and develops the appropriate budget.
- Maintains accounting and budget entries including applicable journal entries in DynamicsAX, ensuring charges match departmental entries.
- Tracks and reconciles capital project budgets through DynamicsAX and departmental spreadsheets.
- Maintains department Service Level Agreements, related invoicing, payments, and documentation.
- Serves as the Department Card Manager for the Information Technology Department, which administers and audits purchasing cards and processes purchases for the department on a month basis.
- Acts as departmental purchasing agent and maintains all procurement procedures and policies in accordance with County policy.
- Manages enterprise-level vendor support and maintenance contract renewals, related invoicing, payments, and documentation.
- Manages compliance of County-wide software licensing obligations.
- Assists with departmental grant applications and reimbursements.
- Manages front office activities and supervises clerical personnel in addition to establishing general office procedures.
- Assist with internal departmental training of County applications, such as DynamicsAX and purchasing cards.
- Attends budget hearings and board meetings as appropriate for support of the department's programs and budget.
- Assists Director with coordination of departmental projects, trainings, meetings and special events.
- Assists Director with departmental administration functions including staff orientation, organizational development, records retention, policy review and departmental communication.
Education
Required: Bachelor's degree from an accredited college with major coursework in public administration, business, finance or related field or combination of education, training, and experience which demonstrates the ability to perform the work described.
Experience
Required: Considerable experience in budget development, computer applications and office administration including some supervisory and extensive customer service experience.

Certifications/Licenses
Must possess a valid Virginia driver's license and have a good driving record.
