Provide a short description of the Position: The Justice Center for the Protection of People with Special Needs is a New York State agency which was created in June, 2013 by the "Protection of People with Special Needs Act”. The Justice Center provides oversight for facilities across the state responsible for the care of individuals with special needs. The Vulnerable Persons Central Registry (VPCR) is a case management system which was developed for the Justice Center using Siebel CRM technology to track intake of incidents and allegations of abuse and neglect as well as the investigations, prosecution, adjudication, and oversight and monitoring resulting from these incidents. The Justice Center is responsible for identifying business requirements for all VPCR enhancements.

Requested Qualification
84 months business analyst experience
84 months experience leading elicitation sessions using variety of requirements gathering methods such as interviews, documentation analysis, surveys, site visits, business models with executives, managers, developers and subject matter experts.
60 months experience creating process and value stream models to support the understanding of the "as-is” state and development of a "to-be” process.
60 months experience evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.
36 months experience evaluating business processes and working with business users to gather requirements for Case Management application that supports a combination of human tasks and electronic workflow including case lifecycle, activities and tasks, storing related documentation, and managing stakeholder communication.
60 months experience writing reports, preparing business cases, and presenting information to leadership and/or other stakeholders .
Bachelor's Degree
Master's Degree in Computer Science or related field
Business Analyst Certification (CBAP, CCBA, ECBA, PBA, or comparable)
