Job description

Title: Business Analyst 3(With Change Management Expertise)
Location: Vancouver, WA
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $54.84 - $58.06 per hour
This contract Business Analyst position will provide high-level support and assistance with plans, procedures, and policies for multiple teams. The Business Analyst will analyze and develop PowerPoints, talking points, and associated documents to support external customer workshops for financial plans, program reviews, and quarterly business review meetings. The Business Analyst may also perform data gathering and analysis, SharePoint administration, write business requirements, and participate in change management activities to support overall management initiatives.

Position Responsibilities:
  • Gather and organize information on problems or procedures.
  • Analyze data gathered and develop solutions or alternative methods of proceeding.
  • Confer with personnel concerned to verify successful functioning of newly implemented systems or procedures.
  • Develop and implement management approved records management program for filing, protection, and retrieval of records, and assure compliance with program.
  • Review forms and reports and confer with management and users about format, distribution, and purpose, and to identify problems and improvements.
  • Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
  • Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
  • Design, evaluate and recommend changes of forms and reports.
  • Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
  • Develop detailed work plans to enable project success.
  • Organize and facilitate large cross functional meetings.
  • Promote consensus on a high level view of the project and drill down into the details to obtain the requirements.
  • Document project issues, risks, assumptions and requirements.
  • Analyze and develop business scenarios and use cases.
  • Follow policies and procedures to verify audit and compliance.
  • Deliver project status and time tracking.
  • Create process flows and diagrams necessary for the requirements gathering process.
  • Work with management to facilitate resolution of conflicting priorities, requirements, and/or team positions.

Position Requirements:
Education & Corresponding Experience
  • A degree in Business Administration, Accounting, Business Management, Engineering Studies (or closely related field) is preferred.
    • 8 years of experience is required with an applicable bachelor's degree.
    • 10 years of experience is required with an applicable associate degree.
    • 12 years of experience is required without a degree or applicable degree.
  • Demonstrated analytical, modeling, and process management expertise sufficient to support the improvement of planning processes.
Required Technical Skills & Experience
  • Experience with large-scale organizational change efforts.
  • Experience with project management, tools, and phases of the project lifecycle.
  • Understanding of how people go through a change and the change process, including familiarity with change management toolkits.
  • Skilled in the definition and development of operational governance models to enable programmatic change.
  • Strong analytical thinking, critical thinking, and decision-making abilities.
  • Advanced knowledge of MS Office Suite products (Excel, Outlook, PowerPoint, and Word).
  • SharePoint experience sufficient to create pages, lists and libraries, assist with granting and revoking permissions per established criteria, uploading/downloading documents, organize file structures, assist with granting and revoking permissions.
Preferred Skills & Experience
  • Energy/utility industry experience.
  • Experience with Microsoft Visio.
  • Ability to build credibility and trust among key project stakeholders.
  • Proficient in communication, facilitation, and negotiation with stakeholder groups.
  • Strong technical writing skills and the ability to present information in various forms such as textual, graphical, and statistical.
  • Skill in data analysis and developing associated reports and presentation materials.
  • Experience influencing and integrating change in a large, diverse organization.
  • Ability to manage meetings (scope/task/time)
  • Ability to take something complex and break it down into all its parts as well as determine the interrelationships.
  • Self-managed in terms of time and task management; can operate will little guidance. Self-starter overall.
