Description
The primary objectives of the Building Inspector position includes conducting inspections, plan review and permit issuance for construction work involving new and existing structures, interpreting building codes for the public and enforcing sign, nuisance and zoning ordinances.
ESSENTIAL DUTIES & RESPONSIBILITIES
1. Performs structural, plumbing and related inspections for compliance with the State Building Code, federal and state laws and city ordinances pertaining to building construction.
2. Confers with developers, homeowners, designers and contractors during all stages of design and construction; coordinates with other governmental agencies to implement policies and report violations.
3. Assists in the administration of platting ordinances, zoning enforcement and municipal licensing laws; recommends changes
4. Handles difficult public contact problems and assists and advises the general public, design profession and construction industry on matters relating to the building code and
building construction.
5. Reviews building plans to assure compliance with building and fire codes.
6. Maintains and generates all necessary records, reports and related information; attends meetings and presents information as directed.
7. Informs site superintendents, owners and contractors of violations verbally and via written correction notices.
8. Performs other duties as assigned or apparent.

REQUIRED KNOWLEDGE AND ABILITIES
1. Knowledge of construction principles and standards including footings and substructures, framing, heating and ventilating, water and sewer systems.
2. Ability to understand and interpret plans, diagrams, blueprints and specifications.
3. Comprehensive knowledge of relevant codes, laws, rules, regulations and the legal aspects of code administration.
4. Ability to personally handle the most difficult and technical aspects of inspection work.
5. Knowledge of modern developments, current literature and sources of information in the field of building inspection.
6. Knowledge of development and construction processes and policies as outlined in the City Code and City Charter.
7. Ability to communicate effectively and professionally with co-workers and members of the public.
8. Ability to establish and maintain effective work relationships with co-workers and members of the public.
MINIMUM QUALIFICATIONS
1. High School Diploma or equivalent.
2. Valid Class D Driver's License.
3. Two years combined experience in a skilled construction trade, construction design, construction supervision or building inspections.
4. Limited Building Official Certification.
PREFERRED QUALIFICATIONS
1. Two years' municipal inspection experience.
2. Demonstrated knowledge of construction practices and techniques such as masonry, framing or plumbing.
3. Commercial inspection and plan review experience.ICC building inspection certifications.
4. Minnesota Building Official certification.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to read, stand, hear and speak intelligibly. The employee is required to walk; sit; squat; climb or balance; stoop, kneel, crouch, or crawl; and smell.
The employee must frequently lift and/or move up to 25 pounds and infrequently lift and/or move up to 50 pounds with or without assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. This position does require employee to operate motorized equipment and drive to various job sites.
Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
WORK ENVIRONMENT
Work is frequently performed in field settings with all kinds of weather from very hot to very cold. Various terrain is possible. Hand-eye coordination is necessary to operate computers, tools, machinery, and office equipment.
The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

EXPECTED HOURS OF WORK
This is a full-time non-exempt position. Normal business hours.

Annual Leave - Paid time off for vacation, sick leave, or personal leave. Accrues each pay period. 15 days per year for the first 5 years of employment.
Holidays - Paid time off on 13 designated holidays per year.
Insurance - Employer-paid employee health, dental and life insurance. Dependent coverage available.
Disability Insurance - Income replacement insurance for long term disability, if unable to work due to illness or injury. Subject to waiting periods and medical confirmation of disability.
Public Employees Retirement Association (PERA) Pension Plan - State mandated pension plan. Employee and Employer contributions. City contributes 7.5% and employees contriburte 6.5%. No waiting period. Members are vested in the plan after 5 years.
Deferred Compensation Plan (457) - Income set aside on a pre-tax basis for the purpose of retirement income. Investments are participant-directed. Participation is optional and the City does not contribute to the plan.
Health Care Savings Account - Tax-free reimbursement accounts for health care expenses.
Flexible Spending Arrangement - Tax-free reimbursement accounts for health, dental, vision, and daycare expenses.
