Community Development Department Services
The Community Development Department, as a division of the City of Rochester, Minnesota, administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Nature of Work
This position involves skilled inspection work and related duties to insure and maintain compliance with State Building Code and City ordinances in the remodeling and maintenance of existing structures or the construction of new residential or commercial properties. Responsibilities include the performance of both field and office work in carrying out assigned duties to ensure neighborhood vibrancy through compliance with legally established specifications and requirements and performing other related duties as required. Positions at this level may be specialized in one of the building construction trade areas but may be trained and required to perform inspections of a minor nature in any trade specialty area. Inspectors must use considerable independent judgment and discretion in the performance of their duties.
The 2024 starting rate of pay is $38.15 with advancement to $43.78 per hour.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
*Complete the inspection process during the construction, repair, and remodeling of residential and/or commercial properties.
  • Inspect commercial and residential structures for compliance with the adopted codes, city ordinances, project construction documents and industry standards. Conduct follow up inspections to ensure compliance with applicable codes.
  • Make technical decisions on complex issues in compliance with department policies and practices or that may not be covered by existing codes and regulations.
  • Prepare and maintains necessary records and reports related to the inspection program and assigned inspections. Issue orders when necessary to enforce compliance with building codes and related regulations; testifies in court if applicable, producing documents and records regarding inspections results.
  • Coordinate the inspection process within the department and with other state and local agencies prior to issuance of Certificate of Occupancy.
  • Utilize automated software programs to enter and query inspection results, obtain permit information and create reports necessary to complete routine inspection duties, as well as performing electronic plan review. Reviews and electronically files special inspection reports, contractor deviation reports, material testing reports and affidavits relative to the project construction.
*Review building plans, electrical, mechanical and/or plumbing plans for residential and commercial properties.
  • Evaluate and reviews basic and complex engineered electrical, mechanical and plumbing plans for conformance to codes. (This responsibility may only apply to electrical, mechanical, and plumbing inspectors.)
  • Prepare appropriate plan review corrective action correspondence, reviews revised plan documents to ensure compliance.
  • Provide recommendations on projects to meet requirements of applicable codes.
  • Recommend issuance or denial of plans and permits.
*Perform proactive code enforcement to promote neighborhood vibrancy and preservation
  • Provide education on corrective measures to property owners and residents.
  • Issue warning letters for lesser housing code and nuisance violations.
*Respond to inquiries; educates various audiences on code regulations; interpret and makes decisions on technical problems.
  • Explain and interprets building codes, city ordinances and construction documents to contractors, engineers, design professionals, property owners and the public upon request.
  • Collaborate with department teammates, other city departments, contractors, and the public to resolve code violations, conflicts, errors and omissions before installation is considered acceptable.
  • Investigate complaints, risks, hazards, and threats in regard to defective construction and/or installations without proper permits and participate in the prosecution of violators of the City or State codes. Issue stop work orders or other transmittances when violations are severe or present a danger to the public.
  • Attend board of appeal hearings to provide findings of inspections pertaining to appeals. (Not an essential function.)
Perform other duties as assigned or necessary.
* ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
High school diploma and at least five (5) years of experience as a contractor, superintendent, foreman, competent mechanic in charge of construction, or inspector of commercial and residential buildings.
Licenses and/or Certifications
Valid driver's license; Certified Building Official certification or Limited Building Official certifications within 12 months of hire date.
A Minnesota Journey Worker A Electrical License or Minnesota Journey Worker Plumber License may be needed if working in another specialized area.
An equivalent combination of education, certification and experience sufficient to successfully perform the essential duties of the position may be considered.
Desirable Qualifications
Associate's degree, or higher, from an accredited college with major course work in architecture, engineering, construction management, building inspection technology program, or a closely related field. Other desired certifications include:
  • Commercial, Residential or Combination Building Inspector (ICC)
  • Plumbing Inspector (ICC or IAPMO)
  • MN Licensed Plumber (MN-DLI)
  • Mechanical Inspector (ICC or IAPMO)
  • MN Journey Worker A or Master A Licensed Electrician (MN-DLI)
  • Journey Worker HVAC Technician
Special Note
The department may require certification for experience or education in one of the specialized areas of inspection and/or specialized background in the building trades.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: the principles, practices, regulations, methods, techniques, tools, materials and equipment used in building structures, electrical construction and alteration work, or plumbing or heating and air conditioning associated installations; possible defects and faults in the above systems and appliances; standard testing devices and procedures and effective corrective measures; and national, state and local regulations relating to the various areas of building trades.
Skill in: the proficient use of Microsoft Office applications; use of standard office equipment such as copier, printer, desktop computer; performing complex, mathematical calculations; providing excellent customer service; creating and maintaining spreadsheets and databases; achieving a high-level of proficiency and expertise working with various routine and specialized software applications such as Accela and Laserfische; the coordination of multiple projects simultaneously; offering suggested improvements in the processes and procedures used to complete projects.
Ability to: detect and locate defective installations and to ascertain the stage of installation when defects are most easily found and remedied; read and interpret building plans and project specifications to include civil, architectural, structural, mechanical, electrical and plumbing drawings; communicate ideas and explanations clearly in English, both orally and in writing; interpret and enforce codes, regulations and ordinances firmly, tactfully and impartially; develop and maintain effective working relationships on inspection work and regulatory matters; express comprehensive knowledge of codes, rules and regulations relative to a specific area of responsibility; define problems, critically analyze information, collect data, establish facts, draw valid conclusions and make sound decisions within area of responsibility; interact with the public in a professional manner; and write technical reports and business correspondence using proper spelling, grammar and punctuation.
