Job description

The Department of Military Affairs-Construction and Facilities Management Office (CFMO) provides construction design and management services, fiscal support from both state and federal sources, long-range and immediate repair and development of facilities, utilities management, and real estate management services. The Division is responsible for the construction, operations, maintenance, and repair of Montana Army National Guard facilities and grounds.

 

Position Overview:

 

The Resource Management Bureau is responsible for and oversees the finances of the Federal directorate in the areas of budgeting, accounting, and financial coordination with state and federal branch managers. This position includes preparing and analyzing the budget and financial reports for the division by maintaining the budgetary, account, and reporting systems of the federal directorate using knowledge of accounting concepts, principles and theories, state and federal laws and rules, Generally Accepted Accounting Principles, Governmental Accounting, and Financial Reporting Principles; assists in preparation of the state and federal budget justification and requests, tracking funding, reconciling data within various databases, and maintaining financial records and supporting documents to ensure optimal management of financial resources.  Lastly, this position provides technical assistance and support to the statewide program of construction, operation, and maintenance of DMA facilities and property.  This includes receiving and processing incoming work orders for construction projects, equipment and supplies, facility repair and maintenance, grounds maintenance, and other CFMO activities to determine the correct classification and funding source, and processes them for action. 

 

Major duties and responsibilities:

 

  • Apply knowledge of state and federal fiscal laws and generally accepted accounting principles (GAAP); ensures expenses adhere to both.
  • Code invoices with federal and state accounting information, enter transactions into SABHRS and post to internal ledgers.
  • Reconcile federal reimbursement transactions and state expenses with internal ledgers and official systems of record.
  • Draft, prepare, and present division budget and spending reports to bureau chiefs and management.
  • Assist program managers with preparing and maintaining state and federal budgets and proposals; monitor and analyze program expenditures.
  • Enforce policies for internal controls to ensure thorough compliance with cooperative agreements.
  • Monitor, evaluate, and verify accuracy of funding; properly account for and track expenditures, and ensure timely data submission for federal reimbursement.
  • Provide technical assistance in support of federal funding and programming, inclusive of fiscal allocation for budget request documents.
  • Analyze financial request, annual budgets, expenses to support program operations.
  • Prepare and submit budget change documents for state and federal programs.
  • Provide reports and documentation to support legislative funding requests.
  • Research and prepare fiscal notes for legislative bill proposals.

Education: Bachelor's degree in accounting, finance, economics, statistics, or related field and; 

Experience: Three years directly related budgeting experience. Other combinations of education and experience may be considered. 

Conditions of employment: Must pass a security background check.
