Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acqusition, Business Operations Division, located in Arlington, VA.

Duties
Joining Customs & Border Protection (CBP), Office of Acquisition will allow you to utilize your budget and analytic skills to perform a variety of budget related functions involving budget execution, budget formulation, budget analysis, budget tracking, budget development, and budget support activities. This position starts at a salary of $112,015.00 (GS-13, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617 (GS-13 Step 10). In this Budget Analyst position you will become a key team member of Homeland Security professionals involved in analyzing, advising on, and recommending solutions to budgetary problems in all phases of budget/financial administration; performing studies and evaluations of programs; and developing long-range plans, goals, objectives, and milestones to evaluate the effectiveness of the program funding.
Typical Work assignments include:
  • Preparing, analyzing, and forecasting budgetary and financial information to evaluate continual change in program plans and funding and its impact on financial and budget program milestones and advising leadership.
  • Reviewing and reporting on contractor financial status/performance reports to monitor execution of program goals and budgetary resources; identifying the means and controls of funding execution across the staff and through the fiscal year funding.
  • Researching and conducting analyses of Federal Appropriations Laws, Federal Acquisition Regulations, OMB Circulars, DHS and CBP specific policies, and other policies and guidance pertaining to international and domestic resource management as it relates to federal budgetary and financial work processes, functions, costs, and systems applicable for reporting or sharing information.

Qualifications
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Providing judgments, problem solving and making recommendations concerning budget issues.
  • Utilizing MS Office products to support financial management initiatives, specifically, Excel skills (charts, basic functions (sum, count, averages, data sorting).
  • Executing budget process planning, programming, budgeting, and execution principles.
  • Analyzing, developing, planning, implementing and tracking materiel and resources funds

Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
