The on-site Budget Analyst Support - performing Budgeting and Programming, with a broad base in Budget Execution and funds control shall assist the government Lead Resource Manager in managing the development, execution, reconciliation, and review of their assigned Divisions or Directorates annual budget. The Budget Analyst shall prepare acquisition packages to ensure they are correct and complete for input into the financial management systems, track acquisition packages through the various approval stages in the financial system of record, and under the direction of the Lead Resource Manager make corrections and adjustments as needed. They will assist in the development of spend plan & phasing plan. The Budget Analyst shall conduct inputs and extracts data from FM systems to perform budget functions and assist in quarterly reconciliations and reviews. The Budget Analyst will support the development and submissions and ensure linkage with the budget, while maintaining accurate record keeping in accordance with NARA regulations. The Budget Analyst shall develop spreadsheets to capture and Budget Execution status reports, requests and modifications for the purpose of determining scope of tasking and deliverables and provide to the government Lead Resource Manager workload data to support in presentations and briefings to senior leadership. The Budget Analyst shall perform administrative duties to include but not limited to meeting minutes, task tracking and deliverables.

Qualifications:

  • Degree: Bachelor's degree in Finance, Accounting or similar Field
  • Clearance:(DoD) Secret
  • 5 Years experience in Budget Execution


Duties:

  • Provide on-site contractor Budget Analyst (with a broad base in Budget Execution and funds control) support to assist the government Lead Resource Manager in managing the development, execution, reconciliation, and review of their assigned Divisions or Directorates annual budget.
  • Prepare acquisition packages to ensure they are correct and complete for input into the financial management systems, track acquisition packages through the various approval stages in the financial system of record, and under the direction of the Lead Resource Manager make corrections and adjustments as needed. Assist in the development of spend plan & phasing plan. Inputs and extracts data from FM systems to perform budget functions. Assist in reconciling the Dormant Account Review - Quarterly (DAR-Q). Supports the development and submission of the POM in order to ensure linkage with the budget.
  • Ensure that all documents related to specific tasks on the Budget Execution and funds control are saved in the appropriate FM folder with the correct tracking title IAW with NARA regulations.
  • Develop spreadsheets to capture and Budget Execution status reports, requests and modifications for the purpose of determining scope of tasking and deliverables. Spreadsheets will update at a minimum on a weekly basis but are expected to be updated as soon as new tasking and initiatives are issued.
  • Provide to the government Lead Resource Manager workload data (i.e., reports initiated, completed, or ongoing status of the same, number of responses of requests for information, number and title of projects, etc.) to develop Power Point presentation based on workload spreadsheets. Slides will be used to inform the Executive Directors, Division Chiefs, and Program Managers on the status of their directorates funding, Budget Execution, POM and Program Budget Reports. Briefing package will identify any issues which may be an obstacle for the POM and Program Budget reporting.
  • Record meeting notes for budget meetings. Notes must be presented as executive summary identifying all attendees, topics discusses, tasks, and deliverables.
  • Develop with the lead government personnel lists of tasking and deliverables from meetings for inclusion in workload status reports.
