Description
This is a supervisory position responsible for overseeing consistent, high-quality customer service within the Library. Work requires supervising the Public Service employees and daily operations at a designated library location. The position oversees circulation services, public internet access, interlibrary loan, library deliveries, and public requests. Reports to the Director of Circulation.
Examples of Duties
GENERAL ADMINISTRATIVE FUNCTIONS
Supervises and directs library public service staff and activities; plans, schedules, assigns, and reviews library clerical support work to ensure adequate coverage for public service to library users in a designated building.
Interviews, hires, evaluates, and mentors staff; trains staff in work policies and procedures and best library practices.
Maintains public service desk finances, ensuring the cash drawer is balanced and public printer is emptied and counted.
Assists and communicates with the Business Office & Facilities Director with overseeing and maintaining the physical spaces of a designated library building.
Prepares statistical and informational reports of public service activities.
Communicates library policies, rules and regulations to the public in a courteous and tactful manner.
Makes presentations to library staff, board, and general public about related information as needed.
Cooperates with other library departments to ensure service points are staffed.
Serves as a member of the library's supervisory team.
CIRCULATION FUNCTIONS
Plans, directs, and participates in borrower's registration, circulation, and other front desk activities, including checking materials in and out, collection and recording of fines and fees; ready-reference; and monitoring security & computer equipment.
Oversees day-to-day activities of circulation and ready-reference services at a designated building, including processing information requests, technology assistance, and library-related operations.
Oversees the public access computers, printer, copier, self-check, and book lockers are working correctly, troubleshooting and performing basic maintenance when needed.
Works the public service desk at a designated building.
Passes along any research questions to appropriate staff members.
COLLECTION DEVELOPMENT FUNCTIONS
Assists in managing the care of collections and materials in a designated building; identifies collection concerns and performs basic preservation and restoration practices.
OUTREACH FUNCTIONS
Participates in collaborations within the community and with other libraries, including maintaining working relationships with building partners and other city departments.
Responsible for maintaining Homebound library program and community events involving the Mobile Library.
Performs related duties as assigned.
Typical Qualifications
Two-years successful supervisory experience, significant public service experience, technologically adept and eager to learn new technologies, a Bachelor's Degree in Library Science, or related field; or any combination of training and experiences which provides the following knowledge, abilities, and skills:
Passion for developing and leading customer service.
Knowledge of the principles and practices of public library circulation and ready reference service, including integration of new technology and trends into services.
Working knowledge of the techniques, protocols, and trends in interlibrary loan service, integrated library systems, public access computing and leading staff to providing excellent customer service, and the ability to manage multiple projects.
Ability to supervise, train, and coordinate the work of subordinate personnel holding staff accountable to city policies and library mission.
Ability to develop and maintain effective relationships with superiors, peers, and subordinates.
Ability to organize and maintain accurate records and files both physical and online.
Selected candidates must meet a resident requirement established by city ordinance, which currently requires all city employees to live within a 60-minute drive to Rock Island City Hall within one year of hire date.

Work is performed mostly in an office and service-floor environments at the Downtown Library and its branches. Occasional work is required in extreme weather at offsite events or on the mobile Library2Go.
While performing the duties of this job, the employee is required to be able to sit, stand, kneel, bend, crouch, crawl, and walk, and is occasionally subjected to prolonged sitting, standing, and visual concentration. The employee is also required to be able to reach above the head and do
overhead lifting of books and other materials. In addition, the employee is frequently called upon to be able to lift up to 20 pounds, and occasionally up to 50 pounds, and to regularly push and/or pull heavily loaded rolling carts.
The employee is required to use hands to handle, finger and feel objects, tools, and controls. The employee periodically encounters verbally hostile and abusive patrons, as well as other undesirable behaviors.
Specific vision abilities required by the position include close vision, distance vision, the ability to adjust focus, and the ability to read various sizes of print.
