The Boiler Plant Supervisor position performs supervisory Boiler Plant operation and maintenance work in the County inpatient nursing facility. This position plans, assigns, and reviews the work of lower level Boiler Plant employees engaged in operating and maintaining boilers providing heat, hot water and steam to Gracedale Nursing Home.
This position requires on-call duty, 24 hours per day, seven (7) days per week.
SUPERVISION RECEIVED
This position reports directly to the Gracedale Operations and Maintenance Supervisor and/or the Deputy Director of Public Works.
SUPERVISION EXERCISED
This position exercises supervision over the Boiler Operator position.
ESSENTIAL DUTIES OF THE POSITION
Plans and prioritizes work and repair jobs, and schedules based on use, anticipated demand, result of delay, supply and/or equipment needs, time of year, and consequent climatic situation, and other factors.
Assigns jobs to workers and secures needed equipment and materials. Assists with problems encountered and inspects boilers, flame level, gauges, and system parts to assure maintenance of proper temperatures and pressures, as well as conformance to safety procedures and requirements.
Routinely inspects boilers, pumps, circulators, receivers, condensers, water softeners, and related equipment for safe, efficient, and effective operation. Carries out preventive maintenance activities, including tearing down boilers, inspecting, cleaning, and reassembling same. Rebuilds boiler system when required. Cleans burners and flues, and blows down boiler tubes. Oils and adjusts equipment on a regular basis. Notifies facility administrative personnel of emergency or major operational changes to Boiler Plant.
Coordinates with contracted personnel as needed to complete capital projects and emergency repairs.
Receives and responds to complaints about heating, cooling and steam production, or lack thereof.
Maintains daily logs, informing other shift personnel of problems, operational changes, or other information. Keeps records of activities, incidents, breakdowns, or other events.
Maintains personnel and equipment records, including hours worked, readings, and materials used. Checks equipment and supply inventory, and prepares requisitions for supplies.
Interviews and trains new employees in Boiler Plant operation and maintenance. Approves leave requests and forwards records to payroll. Evaluates performance, resolves problems, and takes disciplinary action, or refers to higher level administrative personnel.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE -
Completion of a high school, or general equivalency, diploma;AND
At least two (2) years of full-time professional work experience in Boiler Plant operations and/or maintenance or plumbing experience, including overseeing the work of others; AND
Completion of safety and operational training on low or high pressure boilers is required; AND
Employees assigned to this title will be required to possess and maintain a valid and current motor vehicle driver's license with an acceptable driving record.
BACKGROUND INVESTIGATION - As a post-offer, prerequisite for appointment, appointees must pass a motor vehicle driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of high pressure boilers, pumps, and related mechanical and plumbing systems.
Thorough knowledge of the methods, techniques, hazards, and safety precautions pertaining to Boiler Plant operation and maintenance.
Knowledge of operating, sequence, parts, gauges, safety devices, tools, and other elements of Boiler Plant equipment, and their interrelationships, to effect repairs.
Ability to read and interpret gauges and test results, and to take corrective action.
Ability to plan, assign, and review the work of a small staff engaged in Boiler Plant operation and maintenance work.
Ability to instruct others in the operation, maintenance, and repair of pressure boilers and auxiliary equipment.
Ability to keep records of activities and operations, and prepare reports of same.
Ability to establish and maintain effective working relationships with employees, other facility staff, and contracted personnel.
Ability to lift, carry and maneuver into position a variety of boiler operations tools and materials.
Ability to operate a personal computer to enter information into, and secure information from, established programs.
Ability to read, write, speak, understand and communicate in English to perform the duties of this position.
TOOLS AND EQUIPMENT
Personal computer, including word processing and specialized software, phone, calculator, fax machine, copy machine, hand tools, and boiler analyzer.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl, walk sit and talk or hear.
The employee must frequently lift and/or move up to fifty (50) pounds.

WORK ENVIRONMENT

While performing the duties of this job, the employee frequently works with hand tools and other boiler operating supplies and may encounter wet and/or humid conditions, fumes, toxic, or caustic chemicals.
The noise level in the work environment is usually quiet to moderately noisy.
