Job Title:  Biomedical Equipment Repair Technicians, System Administrators, and Advanced Office Clerks

Location:  JBSA, Fort Sam Houston, Texas

Duties:

  • The Contractor shall ensure that all CP not be scheduled for more than 80 regular hours in a two-week period, and no more than 40 regular hours per week. Duty hours include a one hour (per 8-hour shift), non-compensable lunch break, along with a fifteen minute (per 4 hours of work), compensable break. Meals may be taken in the hospital dining facility at the published staff rate.
  • Overtime. The Contractor shall ensure that BMETs (II and III) and SAs may be required to work overtime on an as-needed basis. Overtime occurs after 40 hours of services have been provided by CP in a one-week (1) period. Overtime hours of services must be approved by the COR with Contractor concurrence before services are rendered. Overtime is not applicable to BMET I or AOC.
  • On-Call. The Contractor shall ensure that BMETs and SAs are capable of working an on-call shift. On-call shift roster will be published by the Government in writing at least 60 days prior to shift start. On-call shift will be staffed on a rotating basis, with a shift starting on a Monday for a seven-day (7) period. When on the on-call schedule, CP shall be readily available to respond to calls within one (1) hour and be on-site within a two (2) hour period (days, evenings, and nights, to include weekends). During times where second and third shift personnel are already on site, the on-call CP may notify personnel on site for assistance. New CPs will be added to the on-call shift roster on the next published on-call roster.
  • Callback. The Contractor shall ensure that BMETs and SAs are capable of callback during emergency situations. Callback is primarily tied with the on-call schedule but may be requested of mission essential CP during emergencies. During a callback, CP shall provide phone support and/or be on-site within a two-hour (2) period. When not in an on-call status, CP shall notify the COR and the Contractor’s Representative if they are not available for callback.
  • On-call and Callback. CP shall perform an on-call shift for a seven-day (7) period, where CP may receive a callback for emergency repairs and/or deliverables (i.e. MRI goes down or an emergency bed delivery). CP shall have a working phoneline during an on-call status. The on-call CP shall have phone readily available during this time. On-call CP may be required to assist at front desk if the Government civilian, military and/or the AOC are unavailable. On-call duty will be established by the Government at least 60 days in advance, with the seven-day (7) period starting on Mondays. Changes to schedule and/or swaps with other CPs must be approved by the Contractor, at least 30 days in advance, with the exception of emergency appointments, leave, or sick time required. If an emergency appointment, leave, or sick time is identified, on-call CP must notify the Contractor Representative who in turn will notify the COR, Chief of BES, or NCOIC immediately of the replacement coverage. On-call CP shall continue their duty upon return. On-call CP is required to document all calls received using Government provided 3 automated or manual APSR. Consumption of alcohol is prohibited while on an on-call status. If called, on-call CP shall respond within one (1) hour and, if needed, be on site within two (2) hours for callback. On-call CP is required to be on site (callback) for emergency situations (no backup MDE, patient safety, health hazards, mission critical, and life/limb/eyesight emergencies) and MDE overnight delivery (patient beds) and will be compensated a minimum of two (2) hours of callback pay during this time. During times where a second or third shift is already onsite, on-call CP may notify the second or third shift to address the issue and will log findings in the automated or manual APSR. Review of the automated or manual APSR shall be conducted to review callback during on-call. Abuse of callback by CP will be reported to the Contractor and the Contractor’s Representative for review. Examples of abuse of callback defined as returning to work when not required, reporting a return to work without doing so, or any type of falsifying callback to earn additional pay.

 

 

 

 

Education & Qualifications:

  • shall provide a valid state license and maintain the minimal level of insurance as required by the State of Texas for the entire term of service.
  • BMET I. The Association for the Advancement of Medical Instrumentation (AAMI) standards for BMETs and levels of qualifications shall be applied to this position. CP, under general technical oversight, shall repair, calibrate, and maintain all types of basic clinical equipment technologies, devices, instruments, and systems. CP shall inspect, install, repair, prepare for disposition, and provide SPM of general clinical MDE.
  • Education/Experience. Graduate of a military BMET Course or a higher education degree from an accredited college in BMET or Engineering. Minimum of six months experience in the repair and maintenance of MDE (six months of internship shall be considered). The Contractor may review candidates who do not meet the requirements but have hands-on experience through a bona fide occupational qualification (BFOQ).
  • Knowledge and ability to apply electronic circuitry and technical aspects of the operation, repair and maintenance of electronic MDE. Repair electronic, pneumatic, electro-mechanical and mechanical MDE to include troubleshooting, identifying source of problem(s), replacement of defective printed circuit board(s), discrete component(s), or other parts as appropriate.
