The Bilingual Home-Based Supervisor leads a team of home visitors as they implement Early Head Start home-based services for families in Chicago. Supervises the EHS home visitors, and their related services such as education and family support services; while directing the planning, organization, and implementation of family engagement services for children enrolled in the home-based program and that EHS services contribute to the increased competence in children with the recognition of parents as the primary educators of their children.

The Bilingual Home-Based Supervisor is responsible for ensuring all children and family services goals are met, and that program participants goals are being met through the provision of resources and efforts are documented as appropriate. The Bilingual Home-Based Supervisor reports to the Site Director.

Responsibilities:

  • Supervise all home visiting staffs’ practices and shadow home visits to observe implementation of the curriculum once per quarter, on a random sample of 3 children/families. Provide reflective supervision to all home visitors twice per month (at minimum) and for all new home visitors once per week.
  • Ensure all family goals are followed-up on and referrals are documented in ChildPlus (CP) system. Also, assist home visitors and direct the coordination of the transition of children to HS programs within Start Early or other preschool programs.
  • Monitor education plans, family needs assessments, and the implementation of program assigned curriculum Parents as Teachers (PAT) and Conscious Discipline. Monitor PAT and COR to ensure the documentation of every child’s individual development and progress is maintained.
  • Evaluate the performance of home visiting staff required by Head Start (and/or HOVRS) and Agency policies and procedures. Actively participate in the development and implementation of the Professional Development Plan for each home visitor.
  • Participate in developing program policies, procedures for Education and Family Services, and ongoing monitoring of program quality for both content areas.
  • Work collaboratively with every other content area including Doula and Outreach Manager, Health Coordinator, ERSEA Specialist and Disabilities Specialist to ensure the implementation and compliance of related content area policies, policies, procedures, and systems are met according to Head Start Performance Standards are met including:
    • Disabilities: Ensure all children with disabilities have an individualized plan based on the IFSP.
    • Health/Mental Health: Collaborate with health and home visiting team to arrange any requested medical, dental, or nutritional examinations and immunizations.
    • ERSEA: Ensures home visitors maintain a caseload of 10 and a waiting list. Attend enrollment meeting led by ERSEA specialist to monitor attendance of each home visiting classroom.
  • Conduct team meetings with home visitors to provide feedback regarding observation data, dialogue, team lesson planning, and planning for socialization. Monitor all documentation including parent verification signature sheers, home visitors’ calendars, mileage, examples of children’s work in COR, development assessments (ASQ-3 and ASQ-SE) and ChildPlus notes.
  • Ensure proper documentation into ChildPlus, including socializations, coaching goals, HOVRS, and other documentation as needed. Complete and submit education and family engagement reports to the Early/Head Start Network.
  • Attend all team meetings, Supervisor’s meeting and Content Area meetings required by program. Work collaboratively within the team to ensure that families enjoy the full benefits of being enrolled in HP&B program.
  • Perform and respond to other duties of the organizations need by performing assigned tasks which do not fall within the above descriptions. If tasks are temporary, they will not be added to this list of designated job responsibilities.

Qualifications :

  • Bachelor’s degree in Early Childhood Education, Social work, or a related field.
  • At least 3 years of experience working in early childhood/family support, or home visiting programs is required.
  • Supervisory experience is required.
  • Head Start experience strongly preferred.
  • Bilingual English and Spanish Required (Ability to read, write and speak in English and Spanish)
  • Knowledge of and ability to implement early childhood curriculum and developmentally appropriate practice for the specific age group 0-3 and be able to remain abreast of developments in the child development field.
  • Demonstrated leadership ability to utilize reflective supervision.
  • Knowledge of and ability to assess, analyze, and interpret Head Start Standards and Start Early’s philosophy.
  • Ability to work as a cooperative and supportive team member.
  • Ability to communicate and cooperate with diverse families, various professionals and community groups.
  • Ability and willingness to work in a program located in a high-risk, low-income community.
  • Ability to exercise discretion in handling confidential information and materials.
  • Intermediate knowledge of computer applications, including word-processing software in a Windows environment and the ability to learn and master other computer technology /software programs as needed.
  • Ability to communicate and respond in a manner that consistently demonstrates respect and concern.
  • Deep commitment in advancing diversity, racial equity, and inclusion into organizational routines and practice.
  • Effectively establish and maintain relationships with clients/colleagues and gain their trust and respect.
  • Comfort and experiences in handling risk and uncertainty to move work forward.

Salary Range: This positions starting salary is $72,000 - $78,000.

We believe that all employees should be paid fairly and equitably. As of the time of this posting, the expected base annual salary range for this position is $67,125 - $72,000. The base annual salary will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and limitations.
