The individual in this role is responsible for the administration of all health and related benefits programs to 43,000+ insured employees, retirees, and their dependents. In addition to managing assigned staff, the Benefits Manager establishes goals and objectives, develops guidelines, procedures, and policies, and sets standards for achieving goals.
The Benefits Manager is expected to have expertise in benefit program design for medical/Rx, dental, vision, life, LTD, and benefits billing processes, exceptional written and verbal communication, and the ability to prioritize deadlines to ensure a smooth and efficient workflow process.
DUTIES & RESPONSIBILITIES:
- Peoplesoft Benefit Management: Manages benefit data in PeopleSoft including processing new hires and insurance enrollments, identifying, and resolving issues with benefits data, and assisting departments with benefits data entries to ensure accurate, timely, and compliant data.
- Leadership: Leads a team of cross-functional Benefits Specialists responsible for administration and compliance of benefit programs including medical, dental, vision, life, LTD, and retirement.
- Problem-solving: Analyzes more complex, escalated issues and provides technical expertise and guidance to address and resolve questions and complaints related to benefits.
- Policy and Procedure Compliance: Reviews department operations, policies, and procedures implementing changes to improve efficiency and effectiveness, and ensuring compliance with governmental regulations related to benefit programs and labor law including ERISA, FMLA, HIPAA, and ACA.
- Reporting: Prepares reports and presentations related to departmental programs, projects, services, and initiatives.
- Collaboration: Establishes and manages relationships with internal staff and external entities as needed to achieve departmental and organizational goals and objectives such as administering the annual benefits enrollment process.
- Vendor Procurement: Participates in the vendor procurement process by providing constructive feedback and serving as an evaluator in the evaluation committee.

- Bachelor's degree in a directly related field and six (6) years of directly related work experience in a benefits administration role
- Associate's degree in a directly related field and eight (8) years of directly related work experience in a benefits administration role
- High school diploma and ten (10) years of progressive work experience in a benefits administration role.
- Knowledge of government regulations that apply to benefit programs (ERISA, FMLA, COBRA, HIPAA, ACA).
- Knowledge of benefits management/administration.
- Advanced skills in PeopleSoft HCM (Benefits Administration).
- Advanced skills in Microsoft Suite (Outlook, Word, Excel, PowerPoint).
- Excellent written and verbal communication skills.
- Excellent problem-solving and conflict-resolution skills.
- Ability to interpret contractual language into easily understandable text.
- Ability to prioritize and handle multiple tasks with competing deadlines.

EDUCATION & EXPERIENCE:One or more of the following certifications:
- Certified Employee Benefit Specialist (CEBS)
- Certified Benefits Professional (CBP)
- Certified Government Benefits Administrator (CGBA)
- Progress toward obtaining a certification will be considered.
- Experience working in public sector group health benefits.

- Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required.
