ABOUT THE POSITION
The Riverside University Health Systems - Behavioral Health department is currently recruiting for a Behavioral Health Service Supervisor for the CalAim Justice Involved program. This posting will be used to fill a Behavioral Health Service vacancy in Riverside.
Duties include, but not limited to:
  • Oversee, mentor, and train case managers and support staff involved in Justice-Involved Enhanced Care Management (ECM), ensuring effective collaboration with Collaborative Courts, Adult and Juvenile Detention Facilities, and Community Supports Providers.
  • Participate actively in crafting, rolling out, and continually refining the ECM program, considering the unique requirements of the target population, setting clear objectives, and adhering to regulatory mandates and quality benchmarks.
  • Guide the assessment, planning, and delivery process, advocating for and facilitating access to necessary services and options through effective communication and resource utilization.
  • Ensure care teams collaborate closely with patients, their families, and healthcare providers in formulating care plans aimed at achieving optimal health results.
  • Provide directional support and crisis management guidance to the team, facilitating appropriate interventions and liaising with external resources, as necessary.
  • Champion the rights and needs of patients and their families within the healthcare ecosystem and the wider community, advocating for access to requisite services, support, and care.
This recruitment is for a Justice Involved ECM team. Justice Involved ECM teams will provide services both in-person inside Riverside County jails and juvenile halls and with justice-involved consumers after their release from these institution. Positions may require a law enforcement background investigation which requires completion of an extensive questionnaire, meeting with a background investigator, and submitting several references.
What is Cal AIM?
California Advancing and Innovating Medical CalAIM is a state funding initiative. This initiative aims to help advance and transform Medi-cal to improve services that will provide well-rounded care beyond the doctor's office and hospital to address the individual's physical and mental health needs. CalAIM encompasses services and programs such as Enhance Care Management, Community Support, Justice Involved initiative, and Population Health Management, among many others. These programs primarily focus on improving patients' access to health care and better health outcomes.
What is ECM?
Enhanced Care Management (ECM) is an essential part of CalAIM. ECM provides care management for the most complex patient populations, such as the homeless population, adults who are high utilizers, children and youth, adults with serious mental illness, individuals with long-term care services, justice-involved populations, birth equity, and intellectual developmental disabilities. This program provides comprehensive care management and coordinates the individual's whole health needs.
The ideal candidate will possess experience working with Justice Involved persons and experience with EPIC.
EXAMPLES OF ESSENTIAL DUTIES
• Plan, assign, direct, supervise, and coordinate the work of multidisciplinary staff providing Behavioral Health treatment services, social and rehabilitation services, consultation and education services to consumers, public and private agencies and the community.
• Evaluate overall activities of a unit or program, including methods and procedures for effectiveness and consistency with program goals and objectives; recommend and implement changes in program, policies and procedures as necessary.
• Evaluate performance of personnel and take or recommend appropriate course of action; interview, select and recommend on the hiring of new staff members.
• Provide guidance to subordinates on departmental philosophy, goals and objectives, policies and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in-service training and staff development programs.
• Make or review decisions on difficult consumer assessment and casework matters.
• Work with other public, private and community organizations providing health and human services to mentally and emotionally disabled individuals to gain and ensure cooperation in achieving program goals; participate in Behavioral Health conferences and local area committees; may participate in regional or Countywide community needs assessment and program planning, development and evaluation activities.
• Assist in preparing annual budget requirements for unit and monitor expenditures to ensure unit is within funding provisions; prepare reports and correspondence regarding workload statistics, casework and unit methods, and procedures.
• Facilitate and coordinate community-planning process that informs the Department on community Behavioral Health needs.
• Identify priority populations in need of specialized Behavioral Health Services.
• Design and develop programs and effective strategies that demonstrate positive outcomes for various populations, including those who have been underserved or inappropriately served as a result of their ethnicity, gender, sexual orientation, age, or other factors.
MINIMUM QUALIFICATIONS
OPTION IExperience: Two years of post-license professional experience in a psychiatric or Behavioral Health setting providing direct client services which must have included client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or Behavioral Health counseling, and providing indirect services involving information, consultation and educational services to staff and community.
License: Possession of a valid license to practice as a Licensed Clinical Social Worker issued by the California State Board of Behavioral Science Examiners. Candidates recruited from out-of-state must possess an out-of-state license to practice as a Licensed Clinical Social Worker. Individuals hired under this option shall obtain their license to practice issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.
OPTION IIExperience: Two years of post-license professional experience in a psychiatric or Behavioral Health setting providing direct client services which must have included client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or Behavioral Health counseling, and providing indirect services involving information, consultation and educational services to staff and community.
License: Possession of a valid license to practice as a Professional Clinical Counselor issued by the California State Board of Behavioral Science Examiners. Candidates recruited from out-of-state must possess an out-of-state license to practice as a Professional Clinical Counselor. Individuals hired under this option shall obtain their license to practice issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.
Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below:
1) Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy, OR a named specialization or emphasis area on the qualifying degree in marriage and family therapy, marital and family therapy, marriage, family, and child counseling, or couple and family therapy;
2) No less than 500 hours of documented supervised experience working directly with couples, families or children; and
3) A minimum of six hours of continuing education specific to marriage and family therapy, completed in each license renewal cycle.
OPTION IIIExperience: Two years of post-license professional experience in a psychiatric or Behavioral Health setting providing direct client services which must have included client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or Behavioral Health counseling, and providing indirect services involving information, consultation and educational services to staff and community.
License: Possession of a valid license to practice as a Marriage and Family Therapist issued by the California State Board of Behavioral Science Examiners. Candidates recruited from out-of-state must possess an out-of-state license to practice as a Marriage and Family Therapist. Individuals hired under this option shall obtain their license to practice issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.
OPTION IVEducation: Graduation from an accredited college or university with a master's degree, preferably with a major in Behavioral Health, psychiatric, public health nursing, or a closely related field to the assignment. (The required master's degree may be substituted with a bachelor's degree from an accredited school of nursing and one additional year of qualifying experience.)
Experience: Three years of professional nursing experience in a psychiatric or Behavioral Health setting providing direct client services which must have included client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or Behavioral Health counseling, and providing indirect services involving information, consultation and educational services to staff and community.
License: Possession of a current license to practice as a Registered Nurse in the State of California.
ALL OPTIONSKnowledge of: The characteristics and social aspects of behavioral and emotional disorders and their effect on the individual in the community; the principles and techniques of diagnosis, treatment and rehabilitation of individuals with behavioral or emotional disorders; the range of treatment services provided by comprehensive community Behavioral Health programs; the kinds of Behavioral Health resources normally found in the community; the principles of community organization; principles and techniques of effective supervision and training; laws, rules and regulations governing publicly funded Behavioral Health Services in California.
Ability to: Plan, organize and direct the work of subordinate staff; organize and interpret data pertinent to community program planning and caseload management; evaluate program effectiveness; analyze problems, generate and evaluate alternatives, teach practical conclusions, and recommend and adopt effective courses of action; provide effective leadership and consultation to staff in casework treatment methods and in professional development; understand and interpret procedures, regulations and legal implications of casework or treatment services; communicate the goals and objectives of the County's Behavioral Health Services program to staff, members of the community and other interested individuals; establish and maintain effective working relationships with staff, community groups and other public and private agencies.
