About the division:
The Mission of Medicaid Program Division (MPD) in the Health Care Authority (HCA) is to provide high quality healthcare through innovative health policies and purchasing strategies which assist in the purchase and delivery of healthcare services to qualified Washington citizens. MPD staff work across the agency and between agencies (Department of Health, Department of Social and Health Services, etc.) and in partnership with health care providers and community stakeholders to develop and manage high-quality, evidence-based, health care programs and purchasing of services that enhance clients' ability to access appropriate, quality health care. MPD is responsible for the implementation and oversight of Washington Apple Health managed delivery system programs, including Managed Care Organization (MCO), Behavioral Health Administrative Services Organization (BH-ASO), and Dually Eligible Special Needs Plans (DSNP) systems of care, serving over 2 million Washington residents in all 39 counties.
About the position:
The purpose of this Occupational Nurse Consultant (ONC) is to provide clinical expertise as the Behavioral Health and Integration Nurse Consultant and support the section and larger division to design and implement system-level initiatives that promote quality healthcare within the managed care delivery system, supporting clinical integration of physical Health andBehavioral Health services. This position links internal and external partners to support access to quality care available through our delivery system, focusing on specialized populations transitioning between systems (e.g., discharge from state hospitals). This position is HCA's lead for cross-agency development of improvement strategies for programs with statewide impact, specifically clinical integration and Behavioral Health services delivered under the managed care delivery system. This position will work with key members of the team, including management, professional and technical staff to identify and resolve needs for project completion and report out. This role supports efficiency in business process change, legislative direction, and program change.
This position is eligible to telework, but on-site reporting may be required. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Duties
Some of what you will do:
  • Provide clinical expertise in the Behavioral Health care provided within the managed care delivery system and related care, focusing on care delivered to high-risk individuals and special populations exiting the state hospitals or other civil beds.
  • Participate in and/or lead internal and external meetings with state agency staff, policymakers, providers, payers, and other stakeholders.
  • Provide expert consultative role in support of the managed care delivery system and participate in contracting and compliance oversight activities for the system.
  • Participate in technical assistance with managed care plans, providers, and state staff workgroups to provide clinical expertise.
  • Develop and revise agency documents, including policies and procedures, contractual requirements, billing and encounter instructions, monitoring tools, and other program expectations to support connecting program design and monitoring strategies to lead to quality outcomes.
  • Consult regarding a tribal-centric approach and provide subject matter expertise to better serve AI/AN population for delivering Behavioral Health services.
  • Serve as managed care delivery system clinical liaison for state hospital and related DSHS' Behavioral Health Administration agency staff to support better access, timeliness, and quality of care for BH-ASO clients and MCO enrollees.
  • Lead problem resolution, technical assistance, and communication efforts between state hospitals and DSHS staff, and the managed care delivery system.
  • Support state hospital liaisons within MCO and BH-ASOs in understanding contractual and programmatic expectations.
  • Identify care system connection and transition issues that affect care delivered to high-risk individuals and special populations, including those exiting the state hospitals or other civil beds. Support connection to MCOs and BH-ASOs.
  • Serve as lead, working in collaboration with other divisions and agencies, for systems level issues regarding discharge planning from court ordered civil beds.
  • Provide compliance oversight and technical support of MCO/ASO Liaisons in their roles around discharge planning.
  • Lead the design, development, and implementation of clinical integration of Behavioral Health and physical health services for Medicaid and other publicly funded clients.

Qualifications
Required qualifications:
  • A bachelor's degree involving major study in nursing AND three (3) years of clinical or functional nursing experience with at least one year experience in Behavioral Health.
  • A valid Washington State license to practice as a registered nurse (RN) is required.

Note: A master's degree in nursing may be substituted for one (1) year of clinical or functional nursing experience.
Required Competencies (knowledge, skills, abilities and behaviors):
  • Knowledge of health care and social services delivery, including nursing theory, practice, administration and/or education as applied to mental health or chemical dependency treatment.
  • Knowledge of recovery promotion and harm prevention principles in mental health.
  • Knowledge of best practices in cross-system collaboration between mental Health and medical providers.
  • Knowledge of public safety practices involving persons with mental illness with forensic involvement.
  • Knowledge of state and federal managed care and related laws, policies, regulations, and procedures that apply to Medicaid and healthcare both within and outside HCA.
  • Knowledge of and skills in applying Medicaid performance measures and general quality measurement theory.
  • Knowledge and skills in researching evidence basis for performance measures and quality improvement interventions.
  • Knowledge and expertise in mental Health and Integration principles.
  • Knowledge of racial and ethnic diversity within Medicaid population and how performance measurement incorporates principles of addressing disparities in health processes and outcomes for diverse populations.
  • Knowledge and skills in developing contract language and monitoring requirements.
  • Knowledge and skills in project management, including team facilitation and process improvement methods.
  • Knowledge and experience in working with diverse client populations with complex conditions, especially clients with needs for mental Health and chemical dependency services.
  • Knowledge of cultural competency principles as they relate to program development, implementation, management, and quality oversight.

Skills:
  • Excellent verbal and written communication skills, including technical and non-technical report writing and oral presentations with a wide variety of audiences including the legislature, managed care organizations, providers, DSHS, HCA and other state agency staff.
  • Conducting or directing system assessment research.

  • Independently manage competing timelines to meet critical deadlines and handle multiple projects.
  • Collaborate across systems, build teams and work cooperatively with internal and external resources for successful project management and development.
  • Public relations and customer service skills, including conflict resolution and negotiating techniques.
  • Plan strategically and perform research.
  • Interpret data and provide written analysis to understand the data.
  • Function as a highly effective team member in the Grants and Program Development Section.

Preferred qualifications:
  • Expertise in one or more field of nursing practice: mental health, chemical dependency treatment, community health delivery systems, crisis intervention, and/or administration or research in such fields.
  • Background in systems theory and health services reform, including working collaboratively with multiple stakeholders to determine changes needed to effect reform.
  • Experience in managed care systems, including health plans, accountable care organizations, and/or large multi provider Health and service delivery systems.
