Description
MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.
MINIMUM QUALIFICATIONS
- Education: Graduation from an accredited four-year college or university
- Experience: At least five (5) years of experience in working across a variety of school-aged settings (e.g., inclusion, self-contained, treatment facility) with students served by special education who have intensive behavior needs or overseeing educators who work with these students. A Behavior Specialist with experience providing educator training on evidence-based behavior techniques, data collection, classroom management, intensive behavior, and IEP support at the district or regional level is preferred.
- Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
OTHER QUALIFICATIONS
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Certification, licensure, or advanced training and experience in one or more of the following: applied behavior analysis, school psychology, school counseling, social work, positive behavioral interventions and support (PBIS), crisis prevention and intervention, and school safety.
- Experience implementing evidence-based behavior interventions with students who have complex behavior needs, an emotional disturbance, and/or mental health concerns.
- Experience training and coaching educators on the development and implementation of Functional Behavioral Assessments (FBAs) and behavior intervention plans (BIPs).
- Expertise in FBAs, developing BIPs, implementing PBIS, de-escalation techniques, and preventing and managing crisis situations in a variety of settings, including inclusive settings.
- Knowledge and understanding of state and federal laws specific to special education, discipline, behavior management, and mental health.
- Proven track record of providing or overseeing direct behavior intervention support with positive results for students.
- Excellent written and oral communication skills, including drafting public-facing resources, copyediting, and presenting to large and small groups.
- Highly organized with the ability to manage multiple projects simultaneously and meet deadlines at quality.
- Self-motivated with the ability to independently collect and analyze data from a variety of sources in order to devise solutions to problems and distill them into options for leadership determination.

Responsibilities:
- Technical Assistance and Consultative Support: Serve as a resource to ESC, school personnel, agency staff, and other stakeholders to improve outcomes for students with disabilities, including those with intensive behavior needs in the following ways: providing information and guidance regarding evidence-based best practices, rules, regulations, and policies; maximizing the impact of behavior support personnel employed at the LEA level; and demonstrating how positive behavioral supports can reduce the rates of exclusionary discipline and develop an inclusive school culture.
- Technical Assistance and Product Development: Lead, support, and/or collaborate with division or agency staff to develop, package, and disseminate high-quality, effective technical assistance resources and products based on current state policy and the most recent research on special education relevant to students who have intensive behavior needs, and which are differentiated by the intended audience and packaged in a way to remove barriers to implementation.
- Effective Grant/Project Oversight: Oversee, guide, and support the development and execution of effective statewide grants and workstreams through effective project management (i.e., develops, tracks, and evaluates grant budget and requirements), oversight of grant output/material quality, and technical assistance to support LEAs in effectively meeting the needs of students with disabilities who have intensive behavior needs.
- Stakeholder Engagement: Collaborate, communicate, and engage effectively with all stakeholders, including other divisions within the agency, other state agencies, professional organizations, ESCs, LEAs, families, and community members so that they are a true part of the process of program development, implementation, and improvement. Coordinates and speaks to professional groups to coordinate, improve, and stimulate interest in the program and to secure support for programs.
