About the Position

This position will be responsible for supporting the daily operation of the Identification Issuance Office which processes access cards and HSPD-12 identification cards for the Environmental Protection Agency (EPA). The work will be performed on-site in Chicago, IL.

Duties:

  • Support the daily issuance and programming of access control cards and HSPD 12 identification cards, programming credentials into the physical access control system, and completing administrative functions.
  • Staff will take fingerprints; collect customer information; input data into a database; issue identification badges, to include HSPD-12 and non-HSPD-12 compliant badges.
  • Staff will also inventory supplies; maintain the Access Control database and compliance, file completed forms; and provide courteous and professional customer support.
  • Staff will verify the operational status of the facility commander (as applicable) on a daily basis, to include the PACS.
  • If a malfunction or problem is discovered at any time, the contractor shall report that information.
  • In addition, the contractor shall perform the following:
    1. Prepare routine reports and notifications, as identified;
    2. Report system malfunctions within the times identified;
    3. Complete and submit timely and accurate monthly reports;
    4. Program and assign access from the access control system at the direction of an authorized Federal security personnel; and
    5. De-program/remove access from the access control system at the direction of an authorized Federal security personnel.

Qualifications:

  • Previous federal government experience
  • Bachelor’s Degree
  • Experience with the Facility Commander System
  • Experience with GSA USAccess credentials
  • Experience with CCure9000
  • Experience issuing identification cards, including:
    1. Reviewing official identification documents (i.e., passport, birth certificates, naturalization documentation, etc.) to verify proper identification and citizenship;
    2. Using photographic equipment, live scan fingerprint machine, a computer, a scanner, a copier, an automatic fingerprint machine, and general office equipment with limited instruction;
    3. Following both simple and detailed instructions for issuing various categories of identification and access cards, and operating in accordance with both written and oral guidance;
    4. Preparing reports, providing clear, concise, and polite customer service, and deferring questions that cannot be answered to the EPA COR or a designated representative; and
    5. Performing data entry and searching for data using an EPA created system. Training will be provided by the EPA.
    6. Knowledge installing and troubleshooting issues with PC hardware and software, including Windows 10, 7, MS Word, MS Excel, MS Outlook, and Windows Server 2008, 2019
    7. Experience managing support request through a ticking system using clear and concise communication with the client
    8. Experience working with End Users, Answering IT Service Desk calls and responding to email requests.
  • Experience with USAccess PIV Card Management HSPD-12, including:
    1. Performing USAccess badge Personal Identification Number (PIN) Resets for EPA personnel on an as needed basis;
    2. Cancelling badges for EPA personnel who retire, are terminated, separate from the agency for any other reason, or whose USAccess badge is being replaced;
    3. Certificate Renewal – Assisting EPA personnel with EPASS badge certificate renewal, on an as needed basis;
    4. USAccess Badge Re-issuance – Re-issuing USAccess badges for EPA personnel who report their badges as lost, stolen, or damaged and unusable;
    5. USAccess Badge Replacement – Replacing expired USAccess badges for EPA personnel or EPA personnel who have a changed name, citizenship status, or agency affiliation;
    6. Scheduling USAccess enrollment or issuance appointments;
    7. Answering USAccess badge status inquiries. If the badge is not in inventory or on the weekly print availability spreadsheet, questions shall be referred to the Federal security personnel;
    8. Accurately programming each USAccess badge for access, ensure that each badge is programmed and tested prior to issuance; and
    9. Enrolling USAccess badges in the access control system and any other applicable access control system via the HID PIV Registration process.
  • Experience processing and issuing local ID badges, including:
    1. Processing email authorizations from Federal security personnel or Employee Services Branch security representative for the issuance of the local badge;
    2. Completing the information and photo capture process on the PACs workstation;
    3. Assigning general access and any other specific access as instructed; and
    4. Printing and issuing the local badges.
