Job description

We are searching for an Avionics Program Analyst to support the H-60 Multi-Mission Helicopters Program Office (PMA-299) in Patuxent River, Maryland.

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget, and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management, and data management. Demonstrates experience in the program/project status and schedules. Demonstrated training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Supports training efforts through the integration of documents into Government databases. Demonstrates experience processing program acquisition, funding, and contract documentation for military programs.

Our ideal candidate will meet the following requirements:

Expert level experience using the Acquisition Management System (AMS) tool.

  • Enter and update funding in Common Spend Plan Tool (CSPT)
  • Access and provide Level 2/3 IPTLs CSPT reports.
  • Create, update, and track Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT).
  • Create CDRLs in the Contract Data Requirement List (CDRL) tool.
  • Run CDRL reports.
  • Process CDRL letters after approval or rejection, send reminders of overdue CDRLs.

Knowledge and ability to:

  • Manage entry and maintenance of spend plans for Level 3 IPTLs.
  • Create L3 IPT spend plan document, coordinate funding for direct, unit, and labor for fiscal years.
  • Coordinate drafts of SOW/CDRLs with program management, engineering, logistics, Configuration Management, Software, and Cyber Subject Matter Experts.
  • Manage SOW/CDRLs and create draft CDRLs in the CDRL tool.
  • Track and collect SOW inputs as well as RFI’s during the entire Tech Eval process.
  • Manage technical evaluations for IPTLs and ensure all areas have been reviewed. Finalize technical evaluations for IPTL final review prior to submission to contracts.
  • Create and manage Technical Evaluation spreadsheet for proposal review.
  • Draft Cost, Schedule, and Performance Risks and Issues in preparation for Quarterly Risk Boards.
  • Expert level in using and managing Teams for Avionics Teams.
  • Communicate information through Teams within the Program Office as well as outside the Program Office.
  • Create channels, post documents, set up Teams meetings.
  • Support Level 2/3 IPT leads with tracking programs/projects status and schedules.
  • Organizing and attending meetings, providing dial in using calendar in Teams, taking detailed meeting minutes, and recording actions.

Experience: This position requires three to ten years of experience with military program acquisition and technical support.

Education: A Bachelor’s degree in a Program Management, Technical or Business Analysis discipline or allowable substitutions are required for this position. Allowable substitutions include six years of additional work experience or four years of additional work and an Associate’s Degree to substitute for a Bachelor’s Degree.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
