POSITION OVERVIEW

The Office of Public Charter Schools (OPCS) accomplishes this by promoting school choice and high-quality educational settings, bold and innovative educational strategies; providing an environment that promotes respect for all students and their individual identities; and engaging students in academic and authentic learning opportunities, service learning, and personal development.

The Authorizing Specialist works with the Pillsbury United Communities – Office of Public Charter Schools (PUC-OPCS) to conduct oversight and evaluation of 18 authorized schools impacting over 9,000 students.

Additionally, the Authorizing Specialist works with the Office of Public Charter Schools (PUC-OPCS) to facilitate core oversight and evaluation functions of authorized schools. Through relevant and responsive accountability measures, the Authorizing Specialist will support the overseeing of operations, compliance, and efficacy of existing and prospective Charter Schools. The position will support the general operations of the OPCS, coordinate evaluation processes, and manage compliance databases.


Primary Responsibilities (Essential Functions)

Strategy and Thought Leadership

  • Provide summative evaluations for high-stakes decision making.

  • Manage data analysis and visualization of portfolio schools.

  • Lead the structural development of data frameworks.

  • Monitoring emerging or developing best practices and continuous improvement strategies.


Operations and Outcomes

  • Facilitate quality school renewal process.

  • Produce reporting to inform decision making to OPCS, Advisory Council, and PUC Board of Directors.

  • Review templates / processes to capture information and store historical data.

  • Assist with external and internal stakeholder communication.

  • Develop and assist with required state and federal reporting.

  • Ensure statutorily compliant contractual agreements.

  • Provide data and information for authorizer annual reporting.

  • Manage submissions of new school affidavits, change in authorizer requests, supplemental affidavits, and authorizer reporting.

  • Assist with school site visits and board observations.


People and Community Development

  • Participate in bi-weekly individual check-ins with director.

  • Coordinate scheduling support to director, OPCS Staff, and any processes or special events.

  • Model and uphold Pillsbury United and OPCS values with team and external stakeholders.

  • Communicate with appropriate stakeholders, consultants and team members to conduct evaluations.

  • Assist in communication with school leaders, board directors, and school staff.

  • Coordinate large scale convening of charter school staff, students, and administration.

  • Participate in weekly team check-ins.


Financial Management

  • Support Director in outreach efforts of potential partnerships to provide school and department support.

  • Prepare and manage departmental budget, including the communication of budget to key stakeholders (MDE) Support fundraising and development efforts in partnership with OPCS Director and staff


Required Skills/Experience

  • Bachelor’s degree in education, Political Science, Evaluation, or related fields are preferred, but all are encouraged to apply.

  • Experience working with and providing services to historically oppressed and marginalized communities.

  • Ability to work with a team in a fast-paced, high-stakes environment.

  • Ability to synthesize information to provide analysis and recommendations to the director.

  • Strong orientation towards educational justice, anti-racism and transparency.

  • Broad knowledge of office functions and equipment.

  • Proficient in Microsoft systems, including Word, Excel and Outlook.

  • Experience with cloud-based document sharing programs (e.g. Dropbox, Sharepoint, and Google Suite).

  • Ability to manage time effectively, prioritize and meet deadlines.

  • Ability to be detail-oriented and highly organized.

  • Ability to maintain client confidentiality.
