A Government Entity seeks a staff attorney to join its Financial Services section. Attorneys in this section perform a wide range of legal activities and support our internal clients, the financial services divisions of the A Government Entity. These divisions include the Division of Securities and Retail Franchising (SRF), which is charged with administration of the Virginia Securities Act, the Virginia Retail Franchising Act, and the Virginia Trademark and Service Mark Act.This position will provide legal counsel to SRF for all the regulatory areas that it administers, including securities, Retail Franchising and trademarks. The selected attorney for this position primarily will provide legal advice concerning issues and laws governing securities, Retail Franchising and trademarks; prepare draft Commission orders, opinions, regulations, administrative procedures, memoranda, and correspondence concerning SRF matters; support SRF in investigations and enforcement cases; appear as needed before the Commission as staff counsel in formal proceedings concerning SRF matters and related hearings, including enforcement hearings and rulemaking proceedings; and assist SRF with any legislative matters before the General Assembly, including drafting and analyzing proposed legislation.
This position offers the opportunity to have significant responsibility over projects and complex matters, whether working independently or in a team-based environment with other attorneys in the Financial Services section. The selected attorney for this position will work directly with senior staff in SRF, as well as communicate with other internal and external stakeholders. This position offers a hybrid work schedule (generally 3 days of telework, 2 days in office each week) as well as training and professional development opportunities.
Qualifications:
Preferred qualifications for this position include experience in regulatory and administrative law as well as litigation and/or formal hearing experience. At a minimum, candidates must have graduated from an accredited law school by May 2024and: i) be a member of the Virginia State Bar; ii) be eligible for membership by motion; or (iii) successfully pass the next available Virginia bar examination. Ideal candidates for this position will have the ability to: research questions of law and interpret rulings; analyze difficult and novel legal questions; draft legal memoranda, opinions, and pleadings; and participate in formal proceedings before the Commission. Excellent oral and written communication skills and the ability to work effectively both independently and as part of a team are essential for success in this role. Time management skills, the ability to handle multiple projects, and the ability to meet deadlines are also critical to this position. Any experience in the financial services industry, especially with securities, is considered a plus.
