Job description

The County of Yolo is recruiting for one position in the class of Procurement Contract Services Specialist at the General Services Department. Positions will be filled at the Associate Procurement Contract Services Specialist or the Procurement Contract Services Specialist level depending upon the selected candidate's background and experience.
The salary range for the two classification levels are as follows:


Associate Procurement Contract Services Specialist: $59,862 - $72,779 Annually
Procurement Contract Services Specialist: $68,058 - $82,722 Annually

The ideal candidate for this position will be strategic and collaborative with experience in public procurement. The successful candidate will also be a strong communicator and enjoys working in a fast paced, high volume work environment.
DEFINITION
Under supervision, the incumbent performs a wide variety of procurement work; assists in the procurement of supplies, materials, equipment, and services; supports and advises departments on topics related to purchasing and procurement.
DISTINGUISHING CHARACTERISTICS
The Procurement Contract Services Specialist class has two salary levels, and positions in this class are flexibly staffed. The level at which appointments are made is at the discretion of the appointing authority. The Procurement Contract Services Specialist series is a specialized class exclusively assigned to the Procurement Division and are distinguished from other classes in that the former is assigned the full scope of County procurement duties.
The Associate Procurement Contract Services Specialist is the entry professional level class in this class series. Initially, incumbents work under close supervision, and are given detailed instructions in the performance of duties related to the procurement of supplies, materials, equipment, and services that are more structured and repetitive than those assigned as the Procurement Contract Services Specialist. As skills and knowledge are developed, incumbents are expected to perform increasingly responsible and more difficult assignments. At the discretion of the appointing authority, incumbents may advance to the next higher level after demonstrating the ability to perform the full journey level duties of the class.
The Procurement Contract Services Specialist is the journey level class responsible for performing the full range and scope of work. Incumbents work under general supervision and are expected to be proficient in performing a variety of responsible and difficult duties related to the procurement of supplies, materials, equipment, and services. These classes are distinguished from the Procurement Contract Services Officer in that the latter is the advanced journey level in the Procurement Contract Services Specialist series, and performs the most complex and sensitive procurement matters in addition to leading and/or supervising the work of professional, para-professional, and clerical staff.

Duties may include, but are not limited to, the following:
  • Confers with departments and develops specifications for necessary purchases; develops and identifies the best source(s) of supply and the appropriate prices for the procurement of such goods.
  • Prepares, conducts, monitors, guides, and awards a large variety of competitive solicitations in response to County needs and interests.
  • Within level of authority negotiates, issues, executes, administers, oversees, amends, extends, and terminates a variety of contracts and purchase orders.
  • Performs market, total life-cycle cost, value, price, and complex cost analyses to develop forecasts and recommendations for purchasing commodities or services.
  • Conducts research and reviews and develops procedures to improve efficiency and cost effectiveness.
  • Verifies vendors' compliance with legal, contractual, and policy requirements, such as vendor performance, insurance requirements, licensure requirements, and local, state, and federal laws and regulations.
  • Reviews requisitions, competitive solicitations, purchase orders, and contracts for accuracy, compliance with applicable laws, and Division policies.
  • Follows up on purchase orders and contracts to ensure receipt of proper quality and quantity on specified dates; investigates complaints by departments and resolves disputes or other problems; evaluates and analyzes vendor performance.
  • Researches and applies laws, policies, regulations, and codes as they relate to public sector procurement and contracting.
  • Arranges for the disposal of surplus properties according to established procurement policy.
  • Maintains a variety of records relating to procurement; prepares a variety of narrative and statistical reports.
  • Corresponds with vendors and sales representatives to obtain information on services provided, delivery dates, availability, pricing, and project.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the field of procurement.
  • Performs related duties as assigned.
Associate ProcurementContract Services Specialist
Education: High school diploma or GED; AND

Experience: Five (5) years of administrative experience, preferably within a public agency, performing duties related to procurement, inventory control, or accounts payable.
OR

Education: Associate's degree from an accredited college or university with major coursework in Procurement, Business Administration, Public Administration, Economics, or other closely related field; AND
Experience: Two (2) years of administrative experience, preferably within a public agency, performing duties related to procurement, inventory control, or accounts payable.

OR

Education: Bachelor's degree from an accredited college or university in Procurement, Business Administration, Public Administration, Economics or other closely related field.

Procurement Contract Services Specialist
Experience: Two (2) years of experience working as an Associate Procurement Contract Services Specialist with the County of Yolo.

OR

Education: Bachelor's degree from an accredited college or university in Procurement, Business Administration, Public Administration, Economics or other closely related field; AND

Experience: Two (2) years of experience performing extensive work with public sector procurement processes and administering the full cycle competitive solicitation process.
Substitution: Additional experience in a position comparable to an Associate Procurement Contract Services Specialist at the County of Yolo may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.
Certification: A Certified Professional Public Buyer (CPPB) and/or the National Institute of Governmental Purchasing Certified Procurement Professional (NIGlP-CPP) designation must be obtained within four (4) years of appointment to the Procurement Contract Services Specialist level. Certifications must be maintained as required.

Additional Requirements for Both Levels
  • Form 700 Disclosures: Must complete the California Fair Political Practices Commission Form 700 and file the Form with the County when required.

  • License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. KNOWLEDGE & ABILITY
Knowledge of:
  • Public sector procurement laws, policies, regulations, and codes relevant to governmental procurement
  • Methods to prepare, solicit, evaluate, and award competitive solicitations to obtain best value, economics of price, and standardization of specification
  • Techniques employed in classifying, grading, comparing, and analyzing supplies and materials
  • Characteristics of materials, equipment, services, and other commodities used by public agencies
  • Correct English usage, grammar, punctuation, and spelling
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and other relevant database programs
Ability to:
  • Understand, interpret, apply, and comply with public sector procurement laws, policies, regulations, and codes relating to government procurement
  • Understand and apply the principles and practices used in the procurement of commodities and services
  • Project consequences of decisions and recommendations, exercise good judgment and accept personal responsibility
  • Prepare, review, and edit fundamental procurement documents, such as those used to solicit bids, information, and proposals from vendors for the acquisition of goods, supplies, and/or services
  • Research and compare product, quality, performance, and options based on department requirements
  • Understand and apply basic accounting principles and methods as they relate to procurement
  • Apply emerging technologies and advances as necessary to perform duties in an efficient, organized, and timely manner
  • Foster and maintain positive working relationships with County employees, members of the public, and vendors
  • Communicate effectively and tactfully, both verbally and in writing
  • Prioritize, schedule, and undertake concurrent work assignments
