Job Description
Under general supervision, performs technical and professional land use and urban planning work, including current and advance planning and implementation of the City's General Plan, zoning code, and the administration of land use and design regulations and policies; reviews and processes moderately complex to advanced zoning and development applications; performs research; prepares maps, graphs, models, and reports; presents projects to the Planning Commission; coordinates special projects; and performs other related duties as required.
Essential Job Duties
The Associate Planner works closely with the public and provides assistance and information regarding the General Plan, Specific Plans, and zoning ordinance at the public counter, over the phone, or electronically; interprets and analyzes issues related to land use, architectural design, housing, transportation, and neighborhood preservation in order to process land use and design review applications; calculates and collects fees; conducts environmental reviews; prepares public notices; compiles, analyzes, and incorporates data for updating the Montclair General Plan and revising the zoning ordinance; makes field inspections of development projects; prepares detailed staff reports to the Planning Commission and City Council; maintains records of planning activities, zoning maps, log books, monthly reports, quarterly summaries, and various housing reports required by state agencies; researches property ownership through County Assessor's rolls and maps; reviews building plans and subdivision proposals for compliance with codes; and performs other duties as may be assigned.
Qualifications, Knowledge, Skills, and Abilities
Knowledge of:
Modern principles, practices, and techniques of current and advanced planning; intermediate knowledge of building codes; preparation, maintenance, and operation of the adopted General Plan; statistical and research methods; sources of data related to planning and zoning matters; local, state, and federal zoning, planning, and subdivision laws; the California Environmental Quality Act and California laws related to annexations; methods and techniques of supervision, training, and motivation; proper English, spelling, and grammar; and methods for preparing moderately complex reports.
Skills/Abilities to:
Possess exceptional people skills and a high level of customer service; communicate effectively through oral, written, and graphic displays; understand and interpret rules, regulations, planning, and zoning laws; understand moderately complex construction drawings and blueprints; collect, analyze, and interpret data pertaining to planning and zoning situations; prepare comprehensive and concise technical reports; make effective, logical oral presentations at evening meetings to the Planning Commission; deal effectively with developers and the general public and exercise tact in difficult situations; work independently and as part of a team; make sound decisions within established guidelines and policies; follow written and oral directions; have a good working knowledge of Microsoft Office programs, including Word, Excel, and PowerPoint; and the ability to search the internet and various databases for information.
EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor's degree in urban and regional planning, architecture, landscape architecture, or a closely related field is required. A minimum of three years of increasingly responsible experience in municipal planning as an Assistant Planner or Associate Planner is required. A Master's degree in urban and regional planning or a closely related field, and/or professional certification by the American Institute of Certified Planners (AICP) are highly desirable.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Must possess the ability to sit, stand, and walk for up to two hours at a time. Must be able to reach, grasp, twist, turn, bend, stoop, kneel, and squat. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
LICENSE
Possession of a valid California driver license and proof of insurability required.

Fulltime employees are currently covered by the Public Employees' Retirement System. The City contributes to medical, dental, and vision health plans for the employee with family coverage available. A term life insurance policy is paid by the City, as well as a long-term disability plan. To encourage employees to further their education in job-related fields, an educational subsidy is available upon completion of one-year probation.
Nonshift employees receive 80 hours of vacation after one year of service; 120 hours after five years of service; 160 hours after ten years of service; and 200 hours after 20 years of service. Shift employees receive 145.21 hours of vacation after one year of service; 217.79 hours after five years of service; and 290.40 hours after ten years of service. Sick leave accumulates at the rate of eight hours per month. The City may credit an employee who is coming from another governmental agency with one half of his/her accumulated sick leave up to a maximum of 240 hours. Presently, 104 hours of paid holidays are provided each year for nonshift employees and 157.29 hours of paid holidays are provided each year for shift employees.
