The Disability and Survivor Benefits (DaSB) Division is responsible for administering two of CalSTRS’ core benefits. Disability Services provides benefits to CalSTRS members who, due to a disability, are unable to perform their usual duties. The Survivor Benefits Unit supports our members and their beneficiaries when they need CalSTRS the most, providing financial stability for their loved ones.

The Disability Services (DS) Unit has the challenging, but rewarding task of assisting members during a time they need us most. We work compassionately with our ill or injured members in a timely manner to process their cases in a timely manner. Our business area is ultimately responsible for reviewing disability applications based on CalSTRS criteria, to determine approval or disapproval for each case.
Under direction of the Pension Program Manager I (PPM I), the Associate Governmental Program Analyst (AGPA) independently performs time-sensitive case management for an assigned caseload. As a member of the Disability Services production team, the AGPA engages in the determination of statutory and medical eligibility, payments, and various components of continuing qualifications for disability benefits. The incumbent is responsible for consistently providing a high-level of on-going communication with disability members both verbally and in writing. The AGPA is responsible for complete analysis of the disability application resulting in a thorough and accurate final written summary recommendation to management.

The ideal candidate will possess the following skills:
  • Ability to analyze complex retirement benefits and interpret and apply the provisions of the Teachers’ Retirement law
  • Possess critical-thinking skills in analyzing complex information to effectively and efficiently arrive at reasonable conclusions
  • Well-developed caseload management skills
  • Possess strong organizational skills and ability to manage multiple tasks within short time frames
  • Demonstrated advanced writing skills
  • Strong interpersonal skills
  • Ability to work well independently and in a team environment
  • Desire to provide excellent customer service
  • Dependable/Reliable
Duties will be adjusted at the Staff Services Analyst level.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
