Job description

Summary
This position is located in the in the Program Financial Services Unit, Sector Operations Division within the Department of Compact Operations, Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.

Duties
You will be responsible for ensuring that US Government funds are properly planned, budgeted, obligated, expended in MCC foreign assistance programs, and for working with staff in the execution of financial management and related functions throughout the program lifecycle (i.e., development, implementation, and closure). Work assignments will include:
  • Conducting due diligence of the host country's financial management systems and structures. Incorporating proposed due diligence recommendations into final project design.
  • Providing guidance to the host country counterparts in establishing the financial management structure needed to implement the program. Ensuring that measures to prevent fraud, waste and abuse are implemented.
  • Coordinating with the project team to create and deploy financial models to develop quarterly, annual and multi-year financial plans. Establishing quarterly and annual forecasts.
  • Analyzing financial reports. Coordinating with the project team to review financial results and forecasts. Identifying trends in financial performance and recommending improvement. Interpreting financial data with comparative analyses through variance reports.
  • Reviewing project procurements for financial and operational risks, compliance with MCC policies and price reasonableness.
  • Overseeing the development, implementation and closeout of grant facilities.
  • Ensuring that the recipient of foreign assistance complies with compact terms, national and international laws, regulations and policies and procedures.
  • Formulating policies and operational procedures regarding the financial management of funds provided to eligible countries under the terms of a compact including plans to improve program policies, practices, methods, and organizational structure.
  • Preparing reports and/or analyses regarding financial management policies and positions for senior management, the Board of Directors or interested stakeholders.
  • Arranging financial audits of MCC-funded projects and activities. Ensuring that audit queries are responded to in a timely manner. Confirming that any audit recommendations are implemented via corrective action plans.
  • Working to improve the quality of financial reports between MCC and its Accountable Entities. Visiting project sites in recipient countries to ensure financial controls and procedures are in place and MCC donor requirements are complied with.
  • Identifying technical assistance and capacity building needs of financial management counterparts in recipient countries.
  • Performing related duties as assigned.

  • Must be able to obtain and maintain a federal security clearance
  • More than 1 job may be filled if additional vacancies occur within 120 days
  • Relocation expenses will not be paid
  • Some domestic and international travel may be required

Qualifications
To qualify for pay band 3b applicants must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience working with international governmental or international organization financial management systems and auditing practices; experience evaluating the adequacy of financial management systems and structures; experience developing policies and operational procedures regarding the financial management of funds; experience analyzing the effectiveness of financial management systems and making recommendations for improvement; experience working collaboratively and effectively in multidisciplinary teams, and with staff of other USG agencies, counterpart country institutions, and multi-lateral development institutions. Note: This experience MUST be well documented within your resume or application.
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 13 to be eligible for pay band MC- 3b.

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
