Duties and Responsibilities
Team Leadership

  • **Manages a team of research professionals in various projects, serving as a front-line supervisor while fostering a collaborative and innovative work environment.
  • **Provides mentorship and guidance to team members, promoting professional development and a high standard of work in high-profile projects.
  • **Serves as the Integrated Postsecondary Education Data System (IPEDS) Coordinator, ensuring the timely and accurate federally mandated data collection for all 10 University of Hawaii System (UH) campuses.
  • **Guides analysts in the design of complex enrollment and tuition forecasting models while coordinating enrollment and tuition forecasting effort for the system, working closely with campus enrollment management and budget teams and overseeing the completion of a report to the Board of Regents.
  • **Provides leadership and direction on student data issues, such as use and application, availability, and extraction processes from Operational Data Store (ODS) and Banner.
  • **Serves on committees and task forces as an advisor on student-related data and student data systems.
  • Recommends modifications based on UH changing needs.
Research Expertise
  • **Serves as subject matter expert for highly complex specialized areas of research design, analytical modeling, student data analysis & statistical methods that require significant depth of knowledge within the Office of the Vice President for Academic Strategy (OVPAS) and in support of the 10 UH campuses.
  • **Identifies areas of significant need for qualitative and quantitative student and curricula information that affects UH academic plans and policies, conducting original and independent research and analyses to fill that gap.
  • **Serves as subject matter expert on availability and extraction of data sets from national and state agencies.
  • **Designs and conducts analyses using new methodologies in data analytics to determine the impact of student success policies and practices.
  • **Designs, leads, and conducts surveys and questionnaires.
  • **Prepares reports analyzing UH policies and outcomes as compared to other institutions and as compared to past practices, using current statistical practices and analyses.
  • **Uses analytical techniques and formulations to support accreditation, assessment/educational effectiveness initiatives, program review, and grant proposals across UH.
Strategic Planning
  • **Advises senior administrators on academic planning and policy solutions with significant system-wide impact based on results of in-depth, qualitative and quantitative analyses of data that requires considerable expertise to synthesize/interpret.
  • **Provides data analysis and interpretation needed for system initiatives.
  • **Represents OVPAS in system level planning to integrate student data with finance and personnel data to allow more comprehensive data warehousing and analysis.
  • **Defines, develops, and collaborates in the design of system-wide academic planning and policy projects and initiatives with other university personnel; advises on the conduct of projects; and reviews, edits, and ensures the accuracy and quality of work products.
  • **Directs, leads, and conducts critical senior-level data analysis to support executive decision-making with significant system-wide impact and implications.
  • **Takes a leading role in creating strategic plans for the University by providing data and analysis, overseeing contractors, and creating outcomes and measures.
  • **Uses knowledge of national education trends, post-secondary educational data, and statistical techniques to play a leading role in preparing strategic plans for UH.
  • Works closely and communicates effectively with other members of strategic planning and internal working groups.
  • Other duties as assigned.

Minimum Qualifications
  1. Possession of a baccalaureate degree in statistics, business administration, education, psychology, sociology, public policy, political science, educational research, data science, economics or related field and 5 years of progressively responsible professional experience with responsibilities for research design, analytical modeling, student data analysis, and statistical methods; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of institutional research and analysis of the assigned system-wide academic planning and research and analysis areas.
  3. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with institutional and research and analysis.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
  5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software, spreadsheet, statistical, and data visualization software, and database extraction systems.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications
  1. College level coursework equivalent to the completion of a Master's degree in statistics, business administration, education, psychology, sociology, public policy, political science, educational research, data science, economics, or related.
  2. Progressively responsible experience in administrative and program research analysis.
