SALARY RANGE: $72,500 - $83,000 Annually, Pro-rated

HIRING RANGE: Anticipated hiring range is near or at the minimum of the classification,

commensurate with candidate's education, experience, skills, and training.

Definition of Classification:

This Associate Director of Student Financial Services (SFS), Compliance is responsible for the interpretation and compliance of all State and Federal Title IV regulations regarding financial aid and billing for all Title IV programs.

Reporting to the Associate Vice President (AVP) of Student Financial Services and Military & Veteran Services (MVS), this position serves as a key member of the Student Financial Services leadership team. The Associate Director provides direction and leadership for day-to-day operations of the SFS office, overseeing the three (3) Assistant Directors and supervision of their teams.

This position may require flexibility to work evening and weekend hours as well as the ability to travel, as needed.

Duties and Responsibilities:

The duties and responsibilities include, but are not limited to, the following:

  • Reviews proposed changes to federal and state regulations and coordinates appropriate and timely communications to Associate VP of SFS & MVS (IFAP, NASFAA News, PMessages, FSA Manual, Blue Book, ISIR/SAR Comment Codes, CDR Guide, CSAC list etc.)
  • Acts as main point of contact for SFS to ensure University Compliance with all Title IV regulations and state eligibility, including the Clery Act, SB70, Consumer Information, etc.
  • Identify regulatory changes, their impact on the workflow for Student Financial Services, documents the process and trains staff. 
  • Maintains department's Policies and Procedures Manual (PPM) to maintain in compliance with federal and state financial aid requirements.
  • Oversees annual/periodic audits of financial aid programs. 
  • Oversees awarding policy and practice for Graduate and Professional Education programs to ensure compliance with Federal and State regulations including attendance patterns, cost of attendance & awarding federal aid.
  • Serve on various committees as a resource for university compliance. 
  • Maintains master calendar of all federal, state and agency reporting dates and ensures compliance.
  • Oversees all student accounts policies and practices for: Billing for all student populations, Refunds, Accounts receivable, collections agencies, Sponsor billing partnerships and processes.
  • Oversees all financial aid policies and practices for: R2T4s, Satisfactory Academic Progress, Verification and Missing Information, Returning CAS undergraduate student packaging, CAS Graduate and GST packaging, Graduate and professional education packaging, Special circumstances appeals, Awarding and reconciliation of Cal and Pell Grant programs.
  • Develops and implements financial literacy programming.
  • Ensures compliance with VA regulations with respect to management and reporting of federal financial aid, and student eligibility.
  • Oversees student outreach and counseling communications. 
  • Prepare/review reports to identify changes/conflicting data in database, correct student data records when necessary and communicate those changes appropriately.
  • Manages three Assistant Directors of SFS.
  • Completes Return of Title IV process (repayment of federal aid) when students lose eligibility, monitors institutional compliance with all deadlines and procedures.
  • Supervises, plans, directs, and assigns work of assigned staff; makes hiring and disciplinary decisions; provides feedback on performance and approve timesheets.
  • Performs other duties and special projects as assigned or directed. 

Qualification Guidelines

Any combination equivalent to, but not limited to, the following:

Experience/Training/Education:

Required

  • Bachelor’s Degree.
  • Two (2) years of experience in student aid, higher education administration or in a related field that requires the interpretation and application of public regulations and policies.
  • A valid California Class C CA drivers’ license with a good driving record is required. Note: Out-of-state licenses are valid until appointment. A valid California Class “C” driver’s license must be obtained within ten (10) days of appointment (in accordance with CA Vehicle Code 12505c).

Preferred

  • Experience in financial aid, student account, or other higher education environment, with knowledge of reporting and system set-up.

Knowledge and Skills:

  • Strong working knowledge of systems and data processing techniques for automated systems.
  • Ability to multi-task and prioritize with concurrent deadlines.
  • Work accurately and quickly with attention to detail.
  • Must possess the ability to work as part of a team with a strong commitment to customer service.
  • Working knowledge of financial aid.
  • Experience demonstrating a high level of independent thinking and judgment.
  • Ability to understand and interpret federal/state/institutional regulations and laws.
  • Communicate effectively and follow instructions, both verbally and in writing.
  • Aptitude to learn new and evolving technology and recommend ways to improve position’s efficiency.
  • Excellent technical, analytical, and problem-solving skills.
  • Excellent organizational skills.
  • Ability to operate standard office equipment.
  • Proficiency in Microsoft Office software including Excel, Word, PowerPoint, and Outlook.
  • Ability to recommend appropriate courses of action within established guidelines.
  • Ability to foster strong, positive relationships and align both internal and external resources to achieve university objectives.
  • Ability to exercise discretion and work with confidentiality.
  • Must be able to competently interact with a culturally and ethnically diverse population of Students, faculty, and staff.

Physical Requirements/Working Conditions:

Working Conditions:

Standard office setting. Duties performed are primarily in an office environment while sitting at a desk or computer workstation or in meetings. At least minimal environmental controls to assure health and comfort. This position may require flexibility to work evening and weekend hours as well as the ability to travel, as needed.

Physical Demands:

Incumbents regularly sit for long periods; walk short distances on a regular basis; may travel to various locations to attend meetings and conduct work; use hands and fingers to operate an electronic keyboard or other office machines; reach with hands and arms; stoop or kneel or crouch to file; speak clearly and distinctly to answer telephones and to provide information; see to read fine print and operate computer; hear and understand voices over telephone and in person; and lift, carry and/or move objects weighing up to 20 pounds.

HIRING RANGE: Anticipated hiring range is near or at the minimum of the classification, commensurate with candidate's education, experience, skills, and training. The University of Redlands is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Hiring Range. Placement within the Hiring Range is determined by internal equity, and relevant qualifications.

DRIVER'S LICENSE CHECK: Possession of a valid Driver's License is required for certain positions. PHYSICAL AND PSYCHOLOGICAL EXAMS: For certain positions typically in Public Safety, Facilities, Athletics and Information Technology Services departments, employment is contingent upon a candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs.  Public Safety Officers, in addition to a pre-employment physical exam, will also be required to pass a psychological evaluation.
