JOB DESCRIPTION AND POSITION REQUIREMENTS:
If you havea passion for driving success in Pennsylvania's manufacturing sector, The Pennsylvania Technical Assistance Program (Penn TAP) invites you to apply for the position of Associate Director of Operationsand play a pivotal role in advancing the economic development of our great state!
We are actively searching for qualified candidates who possess a background in supervising and managing staff in a distributed team environment for this position.
About Penn TAP: For nearly six decades, PennTAP has been supporting small and mid-sized manufacturers across the entire state. We offer technical consulting, provide access to valuable Penn State resources, address workforce requirements, and facilitate connections to the extensive economic development ecosystem within Pennsylvania. The PennTAP team includes six Technical Advisors located at Commonwealth Campuses and University Park.
Technical advisors manage a region and are charged with developing relationships with their campus leadership and faculty, community members, economic development organizations and most importantly small to mid-sized businesses to execute on our land grant mission. Technical advisors are trained to perform energy and operational assessments and maintain specialized certifications to perform the work required.
This position will be located at University Park, PA.
Following are the responsibilities of this position:
Leadership:
  • Collaborative closely with the PennTAP leadership team to craft winning proposals aimed at expanding our services and capacity
  • Provide direction for our marketing strategy and outreach efforts
  • Foster and sustain relationships with regional partners and university senior leadership
  • Contribute to the formulation of future strategic goals
  • Develop and execute tactical solutions aimed at meeting strategic goals

Contract and Data Management/Administration:
  • Manage contracts, reviewing individual workloads against grant deliverables and timelines, and reassigning tasks as necessary
  • Ensure the completion of all client activity documentation in accordance with established procedures, maintaining conciseness and timeliness
  • Maintain policies and procedures for all auditable client performance data
  • Prepare reports for Director review pertaining to all Grants and Contracts
  • Ensure strict adherence to PennTAP procedures and policies as outlined in our quality management plans, and maintain compliance with Penn State policies

Team Management:
  • Develop comprehensive work plans, professional development goals and performance metrics
  • Guide team members in achieving their goals and conduct annual performance review
  • Participate actively in the recruitment, training and mentoring of new advisors
  • Provide regional support as needed
  • Lead advisors to successful completion of services, resulting in the creation of success stories and case studies
  • Create Professional Development plans for advisors to broaden and deepen their expertise, thereby enhancing the qualifications of the entire team

Operations:
  • Assess the effectiveness of Internal reporting and streamline processes where necessary
  • Assist in the transition to Salesforce, ensuring a smooth adaptation
  • Maintain and update the employee handbook, keeping it current and relevant
  • Generate concise reports summarizing advisor activities
  • Develop regional budgets to support our operational needs
  • Benchmark and disseminate best practices

Education and Experience: This position typically requires a Masters degree 4+ of related management experience or an equivalent combination. 8+ years of experience is preferred.
This position requires outstanding management skills in human resources, organizational development, business processes, team building and evaluation.
